The Civil Engineer executes technical work assignments on water resources engineering projects individually or as part of a project team. Depending on experience, the candidate may be assigned engineering tasks under the direction of more senior department staff, or may be responsible for managing water resources projects from start to finish, and handling the day-to-day tasks that accompany representing a municipal authority.
Essential Functions & Responsibilities:
Provide design services for water and wastewater facilities
Assist with preparing Federal and State regulatory permit applications and plans
Assist with preparing bid plans and specifications
Compose letters, memoranda, reports, applications and studies
Perform site investigations, construction observation and field reconnaissance
Review private development plans for compliance with applicable authority water and sewer standards
Assist Project Manager to establish new and maintain existing relationships with clients, subcontractors, etc.
Essential Qualifications:
Bachelor's Degree in Civil or Environmental Engineering or related area
Desired Qualifications:
2+ years of experience in civil engineering areas such as planning, investigations, reporting, water resource conveyance, storage and treatment design
Engineer-in-Training (EIT) Certification or Registered Professional Engineer in Pennsylvania

Self-motivated to maintain awareness of new and emerging technologies and governmental regulations and their potential application on client engagements
Ability to perform civil design calculations
Organized and detail oriented with excellent interpersonal skills
Exceptional oral and written communication skills including the ability to compose letters and complex reports and to orally communicate technical information to others in public presentations
Ability to work independently and as part of a project team
Demonstrates the highest degree of ethical behavior and candor
Ability to understand complex problems and to collaborate and explore alternative solutions
Ability to interact with Federal, State & Local government agencies and officials
Proficiency in Microsoft Suite, AutoCAD (preferably Civil 3D) and WaterCAD would be strongly valued
Essential Position Requirements:
Occasional regional travel required
Ability to work additional and/or nonstandard office hours, as required
