About the Position:
The County of Yuba is currently recruiting to fill the position of Business Systems Analysts. Current vacancies exist within the Auditor Controller’s Office and the Human Resources and Risk Management Department. Under general direction, the Business Systems Analyst ensures a department’s technological needs are met by analyzing and documenting business processes and providing related application configuration and support; concentrates on the technological needs of the business and the implementation, maintenance, and optimization of technology solutions using a combination of business and technical knowledge; works with business partners to align technology solutions with business strategies; and performs related work as assigned. Incumbents operate with a high level of autonomy and generally require little to no guidance; serve in a facilitator and liaison capacity to combine business expertise with information technology; and assists in managing system enhancements, modifications, upgrades, and/or other department-wide changes. This position reports directly to executive management staff. The employment list established from this recruitment may be used to fill future vacancies within the same classification.
Examples of Duties:
- Oversees all day-to-day operations of a Financial or Human Capital Management Software System (i.e. Tyler Technologies, UKG Ready), as well as other local databases and datasets, including data integrity, maintenance, user access, reporting and training.
- Plan, organize, and conduct research, analytical, and evaluation studies of department operations, functionality, and management systems; collect, tabulate and analyze a wide variety of data to determine trends, cycles, and underlying factors.
- Design complex data tools and systems queries; develop intermediate/advanced MySQL and SQL queries, .NET application development as required, VBA (Visual Basic for Applications) macro and application development within Microsoft Office Suite applications.
- Provide ongoing improvements, maintenance, and support of change management software, system data, business processes, including system access and security configurations.
- Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
- Provide ongoing improvements, maintenance, and support of software, system data; business processes; including system access and security configurations.
- Prepare comprehensive written reports, presentations, or charts based on research, collection, and data analysis; present results and recommendations to stakeholders.

Ideal Candidate
The ideal candidate will have professional experience overseeing the day-to-day operations of a Financial or Human Capital Management System, or other relational database. Must possess extensive experience in programming, software engineering, applications analysis or system administration. As the technical point of contact, candidate should have experience in a fast-paced environment and possess interpersonal skills to interact with individuals from all levels both inside and outside of the organization. They will be a critical thinker, detail-oriented, organized, have strong problem solving and analytical skills. Ideally, they will have project management systems implementation experience that includes design, testing and spearheading a full implementation that includes end-user training and change management, as well as possess the ability to integrate internal systems with outside agency applications.
Required Qualifications:
Minimum: Bachelor’s Degree from an accredited college or university with major coursework in Management Information Systems, Computer Science, or related field and three years of programming, software engineer or applications analysis experience, with the type of business application and computer environment used by the hiring department. Candidates with strong experience who lack the degree are encouraged to apply.
Preferred: In addition to the minimum, additional years of experience as defined above.
Benefits
MERIT INCREASE: Typically 5% each year for the first 7 years.
RETIREMENT: Yuba County does not participate in the Social Security Program.
Miscellaneous Classic = 2% @ 55
Safety Classic = 2% @ 50
Miscellaneous New = 2% @ 62
Safety New = 2.7% @ 57
VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 years.
HOLIDAYS: An average of 12 paid holidays per year.
FLOATING HOLIDAYS: Employees receive up to 16 hours per year.
SICK LEAVE: Accrued each payroll period, up to 12 days per year.
MANAGEMENT LEAVE: Employees receive 56 hours of management leave annually. This leave is pro-rated based on start date and must be utilized by the end of the fiscal year.
HEALTH INSURANCE: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.
DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.
LIFE INSURANCE: The County provides a $50,000 life insurance policy to employees in this unit. An additional $50,000 in coverage is funded by the employee's contribution to the STD program. A total of $100,000 in coverage. Employees may purchase supplemental coverage for themselves and dependents.
SHORT TERM DISABILITY (STD) INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability. The employee withholding rate is 1% of taxable wages with a maximum of $1,539.58 on wages for the 2021 year. Rates follow State SDI withholdings and are established every calendar year. The 1% contribution funds a fully insured LTD policy
MANAGEMENT ANNUAL ALLOWANCE: Unrepresented Department Heads, Assistants and Deputy Department Heads will receive an annual allowance of $500 and Mid Managers will receive $400 annually.
UNIFORM ALLOWANCE: The County provides the first set of uniforms for any employee required to wear uniforms in the Sheriff's Department. Employees required to wear uniforms shall receive a uniform allowance at a set monthly rate, in arrears.
DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.
EMPLOYER CONTRIBUTION TO DEFERRED COMPENSATION 401(A) PLAN:
Effective 07/01/2020, the County will provide the following deferred compensation plan match to Unrepresented Safety Management employees within the Sheriff's Department with open 457 deferred compensation accounts:
• Beginning with the pay period following completion of 2 years of service, the County will match up to $35/mo or if a biweekly pay cycle $16.15 per pay period (26x/year)
• Beginning with the pay period following completion of 5 years of service, the County will match up to $85/mo or if a biweekly pay cycle $39.23 per pay period (26x/year)
• Beginning with the pay period following completion of 10 years of service, the County will match up to $170/mo or if a biweekly pay cycle $78.46 per pay period (26x/year)
EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.
