DIRECTOR, ENTERPRISE PORTFOLIO MANAGEMENT

This important role will be responsible for managing the enterprise portfolio to ensure that the programs, projects and operational components deliver the investment benefits and meet Virginia Housing strategic objectives. This leader assumes the overarching responsibility for supporting Leadership in planning, aligning and overseeing the entire life cycle of initiatives, projects, and program investments and ensuring these deliver expected outcome as per enterprise strategic and operational goals and objectives. Enterprise Portfolio Management Director will serve as a change agent and the organizational expert on best practices in enterprise portfolio management.
Responsibilities will include:
- Facilitate and coordinate the efforts of senior leadership toward the establishment of the enterprise portfolio definition, its structure and processes, from demand management and strategic alignment of projects and programs to portfolio categories and criteria, through evaluation, selection and prioritization; to execution, tracking and measuring the achieved results.
- Lead the intake process for all enterprise work efforts ensuring available resources, alignment with the strategic plan, budget, value to the organization and dependencies and/or conflicts with other work efforts currently underway.
- Ensure creation and maintenance of a 1-3 year enterprise portfolio plan.
- Implement enterprise portfolio management policies and processes to support data based decisions on investments into business and technology projects.
- Accountable for portfolio level analysis and reporting of financial control, resource utilization, risk, change management, unplanned work, etc., compares planned versus actual/forecasted, and examines the impact to the overall business.
- Lead and manage an enterprise project and portfolio team focused on planning, managing and governing key initiatives and enterprise capabilities.
- Engage with and conduct quarterly (or at other intervals as specified) reviews with senior business and IT managers, executives, stakeholder committees and other relevant bodies to validate and assess the project portfolio, execute change, and reprioritize to meet business needs as required.
Qualified candidates must possess:
- Bachelor's degree in information systems, business administration or related field or equivalent work experience
- Several years of leadership experience in IT, project and program management and financial services
- Demonstrated experience in leading diverse Portfolio, Program and Project management teams
- Exceptional leadership skills, with the ability to develop and communicate the portfolio objectives, inspire and motivate staff and maintain alignment with business strategy
- A high degree of political sensitivity, astuteness and the ability to use the informal power structure of the organization to overcome obstacles and achieve portfolio success
- Influencing and negotiation experience and skills in an environment with high competition for resources
- Ability to develop trusting and collaborative relationships with leaders across the organization at all levels
- Demonstrated ability to provide thought leadership for roadmap planning, organization, and project/process solutions
- Strong ability to build teams and coach across skill sets, teams, and levels
- Excellent facilitation skills with ability to influence and implement change
Preferred experience includes:
- Master’s degree in information systems, business administration or related field
- Seven+ years in diverse roles with increasing leadership responsibilities across major projects and programs
- Strong business acumen, including industry and domain-specific knowledge of the organization and its business units

Hiring Range $126,043 - $163,855
