JOB DETAILS: This is a professional staff position that oversees the Enterprise Information Systems unit of the Division of Learning and Information Technology. This position works closely with offices with various departments across campus in the day-to-day operations of the university to ensure that all information systems needs are met. The Enterprise Information Systems unit provides systems analysis, systems design, systems programming, systems implementation, database design, database creation and database maintenance for campus-wide information systems, including: PeopleSoft Campus Solutions, Oracle’s OBIEE reporting tool, Informatica, Salesforce, EAB Navigate and the University’s external and internal web sites. This position should have technical expertise in information systems and the ability to apply that expertise strategically. This position supervises the unit supporting the above systems.

QUALIFICATIONS Minimum • Bachelor's Degree or 5 years’ experience working in Information technology • Ability to supervise and manage a variety of staff and projects simultaneously • Effective leadership skills including the ability to motivate others in an IT team environment • Knowledge of effective management, supervisory, problem solving, and leadership techniques required to supervise professional staff • Effective oral and written communication skills • Solid understanding of the interoperability of information systems • Technical understanding of information systems architecture Preferred • Experience using a formal project management methodology (Such as, but not limited to: Agile, waterfall, scrum) Perhaps get rid of next for items • Experience with budget management • Experience with data governance, systems of record, compliance • Technical knowledge or experience with ERP systems and/or other enterprise applications • Technical knowledge or experience with PeopleSoft Campus Solutions • Technical knowledge or experience with Oracle’s OBIEE reporting tool • Technical knowledge or experience with Informatica • Technical knowledge or experience with Salesforce RESPONSIBILITIES Supervisory and Training Responsibilities • Organize work, assign responsibilities, and establish measurable standards for employees. Keep an account of employee assignments. • Provide regular feedback and conduct annual performance reviews with employees including recommend the hiring, transfer, suspension, layoff, recall, promotion, discharge, evaluation, and discipline of employees. • Organize training programs for employees, including new employee training. • Develop individual training and development plans for staff members that foster their continued professional growth and the ability of the unit to meet emerging needs of the University. • Identify conferences, training programs and workshops that would enhance staff members’ knowledge and skills. Administer emergency call-in procedures so that employees can deal with special situations that arise outside of the normal workday. • Organize the process and recruitment materials for new positions including position descriptions, advertisements and interview protocol. Management of Enterprise Information Systems Unit • Support and work with team and their respective outside vendors as the liaison for Enterprise Applications and Services. • Analyze IT work and process flow, plan and implement solutions to make the unit efficient. • Work with other areas in the University to coordinate projects and other daily work. • Assign staff as members on cross-functional project teams, as liaisons with University committees, and to other work groups. • Serve as IT leadership for the University Web Oversight Committee and provide technical leadership for the University web site. • Function as a liaison with the campus community and appropriate University Wisconsin System offices and groups. • Ensure that the work of the Enterprise Information Systems unit is compliant with campus technology standards, University of Wisconsin System guidelines, PCI data security standards and federal laws governing the management of data such as HIPAA and FERPA. • Remain current in technology trends and the use of technology in higher education. • Provide IT leadership and collaboration for University data governance along with University data stewards and subject matter experts from other University divisions. Support and Development of Enterprise Information Systems • Coordinate the development, implementation, maintenance and upgrading of campus information systems, primarily the PeopleSoft Student Administration System / Campus Solutions. • Coordinate the development, implementation, maintenance and upgrades of the campus Web site. • Coordinate the development, implementation of University data warehouses, database management tools and data reporting applications. • Oversee the gathering of needs, requirements and concerns of information system stakeholders to develop acceptable responses. • Organize and administer status meetings of information system stakeholders: call for agenda items; run meetings; provide minutes; follow-up on action items. • Direct the creation and upkeep of system documentation. • Direct and manage the integration and support for all third-party applications. • Direct the implementation of security decisions as it applies to IT systems. • Oversee the development and implementation of programming, maintenance, upgrade and documentation standards. • Keep abreast of new information technologies and update departmental staff and stakeholders on pertinent technologies.
DEPARTMENT INFORMATION Enterprise Information Systems (EIS), Learning Technology Services (LTS), Client Technology Services (CTS), and Telecommunications and Networking (T&N), make up the Learning and Information Technology Department (LIT). LIT is UW-Stout’s steward of technology in support of education. In particular, EIS provides data and enterprise resource planning services including PeopleSoft Campus Solutions student information system application development, support, and maintenance; data warehouse and reporting development and support; campus website technical support, development, and maintenance; development, support, and maintenance for a variety of web-based applications for the campus; and operation, support, and administration of servers for those applications.
