Transit Human Resources Generalist
- General Definition of Work
Performs tasks in a variety of human resources program areas for Blacksburg Transit including recruiting, hiring, performance-related actions, and employee activities, primarily focusing efforts toward the Operations Division. Also provides communications and consultation to staff on human resources-related matters. Work is performed under the supervision of the Senior Human Resources Generalist
- Essential Functions

- Organizes and participates in various activities related to new hires, including recruiting, outreach, job requisitions and postings, application screening, hiring, and pre-employment checks.
- Facilitates or provides training to the workforce; presents HR-related information at new hire orientation and Safety Meetings, as required.
- Serve as the Drug and Alcohol Program Manager overseeing the Substance Abuse Policy, to include organizing departmental drug and alcohol testing and required record retention.
- Responds to employee concerns, as appropriate; assists with review and processing of employee leave requests.
- Participates on various project teams or review committees as needed for providing input from a human resource perspective. .
- Assists Operations Division with review and updates to operator employee database (“TED”) and Handbook.
- Coordinates on-going performance management processes (evaluations, driving records, other tests)
- Organizes team-building events and coordinates employee recognition programs.
- Provides periodic reports to Director and Division Managers.
- Assists the EEO Officer with FTA required EEO Program reporting, monitoring, training, and dissemination requirements.
- Participates on Town committees, as appropriate.
- Serve as the Title VI Coordinator for the organization, overseeing the program, and investigating and responding to any Title VI complaints received.
Special Requirements
Valid driver's license in the Commonwealth of Virginia with a satisfactory driving record.- Knowledge, Skills, and Abilities
Ability to communicate effectively in verbal and written format, work with a diverse employee base, and speak effectively to groups. Possess a thorough knowledge of the principles and practices of human resources administration. Detailed knowledge of Town and Transit personnel policies and operating procedures will be required within three months of employment. Also required is the ability to plan, set priorities and organize numerous work assignments, and prepare comprehensive records and reports using Microsoft Office software. The ability to handle confidential information with discretion and the ability to establish and maintain effective working relationships with departmental supervisors, employees, and the general public is a primary qualification for this position. Ability and willingness to work as part of a team or independently and have the drive to take on a variety of tasks and projects.
Education and Experience
A Bachelor’s degree in human resource management or a related field along with a minimum of two years of experience working in a human resources generalist role, or the equivalent combination of education and experience. Human resource-related certification preferred.- Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, frequently requires using hands to finger, handle or feel and repetitive motions and occasionally requires pushing or pulling and lifting; work requires standard and close vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and operating motor vehicles or equipment; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
