2 Full Time Project openings in Disease Prevention & Response
Purpose: This position will work to support eastern Washington healthcare system partners from within the Regional Emergency Disaster Healthcare Coalition (REDi HCC) Incident Command Structure for the COVID-19 response and other responses as they occur. This will be done by assisting with execution of response strategies to achieve the evolving incident objectives.
To execute response strategies, this position will support and sometimes lead response activities including, but not limited to, report writing, coordinating and/or facilitating various response-oriented meetings, regularly conducting the REDi Situational Awareness Process and/or Resource Coordination Process, and other functions as needed. This position will work closely with the REDi HCC team to support the healthcare system in eastern Washington as it responds to COVID-19 and other incident that occur over the next year.
Situational Awareness and Intelligence
- Monitor national, state, and local trends that may impact the healthcare system across eastern Washington.
- Continually, collect, organize, and analyze incident status information as the incident progresses.
- Ensure the WAHealth System data is accurate, and any changes are communicated with partners and staff.
- Support communication and education of the REDi HCC Situational Awareness Response Process and other information sharing tools (WA Health, WATrac, and others as appropriate).
- Lead and conduct and support the regular occurring (1-5 per week) REDi HCC Situational Awareness Response Process (SARP) following the protocol:
- Collect partner information via survey process.
- Compile survey and other data and informational elements to create relevant, timely, and actionable healthcare system intelligence.
- Author the REDi HCC Situation Report.
- Distribute situation report to regional partners.
Resource Coordination
- Facilitate timely connection to needed resources across the healthcare system of eastern WA.
- Understand and leverage Washington State resource request processes to connect partners with requested supplies and personnel.
- Support communication and education of resource coordination processes across eastern Washington.
- Conduct and support the regular occurring REDi HCC Resource Coordination Process (RCP) in requests following HCC protocol:
- Compile resource coordination requests for healthcare supplies and personnel from partners.
- Distribute a request for resource coordination to regional partners.
- Analyze partners responses.
- Connect partners to facilitate timely resource coordination.
Response Coordination and Collaboration
- Serve in a REDi HCC incident command structure during response.
- Convene and facilitate meetings to support response coordination across the eastern Washington healthcare system.
- Contribute to the identification HCC response objectives and strategies when needed.
- Provide relevant updates to internal response briefings, and external meetings as needed.
- Complete required ICS documentation.
- Serve as rotational duty officer for HCC by carrying duty officer phone 24/7 during rotational shift and responding to incident notifications from partners.
Process Improvement
- Continually address improvement items to all response processes like the SARP, RCP, and all HCC services as needed.
- Document changes to processes.
- Solicit feedback on improvement items when appropriate.
- Implement improvements to response process through training and exercise when appropriate.
- Ensure contact database (HubSpot) is updated continually.
- Create and maintain documentation of response strengths and areas for improvement to support the eventual after-action report and improvement plan.
- Leverage the industry standard preparedness cycle of Plan, Train, Equip, Exercise, Evaluate to improve all REDi HCC functions.
Additional response activities
- Provide meeting support for teammates when requested:
- Note taking
- Technical assistance (Microsoft Team or GoToMeeting)
- Facilitation when appropriate
- Support partner learning towards the REDi HCC Response Plan.
- Complete grant activities, workplan assignments and reporting as required.
- Participate in quality improvement efforts and program evaluation.
- Attend meetings, trainings, exercises, and conferences as appropriate.
- Complete other duties as assigned by program manager or identified by program need.
Required Minimum Qualifications:
- A Bachelor’s degree in a field directly related to the individual position. (e.g., emergency management, healthcare, public health, first responder field, business, education, project management, etc.).
- Three years of directly related experience in emergency management, healthcare, training & exercise conduct, public health, project management, incident command, etc.
- An equivalent combination of education and experience may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.
Required Licensure/Certifications:
- Individual must have valid motor vehicle license and current auto insurance or the ability to access multiple sites in a timely manner across all eastern Washington.
Required Immunizations:
- MMR (Measles, Mumps, Rubella)

Knowledge, Skills, and Abilities:
- Knowledge of Microsoft Office 365 Products such as Word, Excel, Access, SharePoint, OneNote, and the ability to learn other software and systems used by HCC.
- Prefer knowledge of National Incident Management System and Incident Command System principles.
- Prefer knowledge of healthcare community and understand priorities and influencing conditions.
- Prefer knowledge of agency or community response processes.
- Prefer knowledge of training and exercise techniques and conduct.
- Exceptional customer service skills to ensure the program meets the needs of the healthcare community and partners.
- Competency in Microsoft products and ability to quickly learn new technology programs is required.
- Ability to plan, implement, and evaluate projects, independently.
- Project management skills with the ability to handle multiple projects simultaneously and prioritize effectively with competing deadlines and time constraints.
- Facilitation experience or training.
- Ability to build and maintain good working relationships with staff, stakeholders, and partners and facilitate teams or workgroups to work toward common goals.
- Decision making skills and ability to be flexible to changing circumstances and adjust course of action as appropriate.
- Ability to travel across eastern Washington to various partner meetings and locations, and occasional travel to state meetings or conferences.
- Ability to serve as on-call duty officer on a rotating basis.
