1 Full Time opening in Community Health.
Purpose: Performs programmatic oversight and supervisory work for the Communicable Disease Investigation and Prevention (CDIP) programs and staff members. Programs within CDIP include Epidemiology, Infection Prevention, and Homeless Outreach with a goal to enhance communicable disease prevention and control. Manages response to disease outbreaks and other incidents of public health concern. Develops and maintains relationships with community partners to mitigate disease spread and address other public health concerns. Provides leadership, program development and implementation, short and long-term program planning, resource development, community development, community education, budget development and management, program evaluation, grant writing and management, and policy development functions for the projects and programs within CDIP.
Program Management
- Supports and guides daily programmatic operations.
- Provides program scope and strategic direction.
- Assures adherence to federal, state and local regulations, requirements, and standards.
- Manages grants and consolidated contracts and completes reporting requirements.
- Develops, monitors, and analyzes program budgets.
- Seeks additional funding through grant writing to support special projects and initiatives.
- Conducts quality planning activities including logic models, performance measures and program evaluation.
- Assures public health standards/public health accreditation work is accomplished across all programmatic areas.
- Seeks innovative opportunities to improve population health outcomes across all program areas.
- Ensures principles of equity are applied to programmatic work.
Staff Development and Management
- Directs and supervises staff in daily functions.
- Works with staff on projects and work plans and actively monitors progress through regular individual meetings.
- Ensures staff have the training and tools to perform their assigned duties.
- Regularly performs employee coaching and develops performance plans as needed.
- Provides growth opportunities for staff development, utilizing a strengths-based approach.
- Conducts regular performance reviews with staff and develops learning plans.
- Develops and maintains position descriptions, hires and terminates staff as needed.
- Reviews and approves staff timecards and requests for time off.
- Utilizes and oversees interns and volunteers to enhance project activities.
Partnerships, Planning and Policy
- Develops, implements, and reviews policies and procedures affecting staff and program operations.
- Initiates and prepares contract and subcontracts to build program capability and capacity.
- Monitors contract and subcontracts for compliance, approves invoices and submits required reports.
- Utilizes data and assessments to identify and address issues with community partners.
- Participates in local, regional, state, and national conversations and committees to represent SRHD and regional perspectives.
- Works closely with Washington State Department of Health (WSDOH) and Washington State Association of Local Public Health Officials (WSALPHO) regarding notifiable condition mandates and Foundational Public Health Services (FPHS) work and reporting.
- Consults and collaborates with a broad spectrum of public health constituents and participants including local, state, and federal public health officials, as well as government officials, private individuals, and senior researchers in academic setting, to guide policymaking and the development of effective disease intervention programs.
- Works with other local health jurisdictions for cross jurisdictional sharing of information and resources as needed
- Collaborates with the Region X Treatment Center and other health care system partners to quickly identify, isolate and inform regarding highly infectious diseases.
Response and support
- Guide team through communicable disease outbreaks with the goal to reduce disease spread and mitigate health impacts.
- Participates on the agency Incident Management Team to respond to emergencies especially involving communicable diseases, using the Incident Command Structure.
- Participates in agency response trainings and exercises.
- Works closely with the Emergency Response Coordinator and Operations Section Chief to set incident objectives and manage the incident.
- Serve as liaison between responding agency partners and contractors to coordinate operations.
- Attends response briefings and meetings and provides programmatic or agency reports as needed.
- Contributes to response after action briefings, reports, and corrective actions.
- Works with the health officer during response to obtain guidance and the use of the health officer’s authority.
- Assures continuity of services during an emergency.
Divisional and agency support
- Reports directly to the DPR Associate Director or Division Director regarding program matters and provides regular updates on programmatic activities.
- Assists with division responsibilities and reports as requested.
- Provides back up to the directors for signatory authority, meeting representation, and other duties as needed.
- Serves as intra- and inter-agency liaison for division programs, including serving on and/or leading agency-wide initiative teams as directed.
- Participates in Joint Management meetings and activities.
- Provides input on agency policies and procedures and ensures programmatic compliance.
- Complies with HIPAA policies.
Required Minimum Qualifications:
- Bachelor’s degree in a related field such as public health, healthcare, science, education, or administration is required. A Master’s degree is strongly desired.
- Five years of relevant experience in a supervisory capacity. Experience in planning, contracts management, budget oversight, coordination, group facilitation and emergency response are desired. Some leadership experience may be considered.
- An equivalent combination of education, experience and certification may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.
Required Licensure/Certifications:
- Valid motor vehicle license and current auto insurance required to access multiple sites in a timely manner.
Knowledge, Skills, and Abilities:
- Ability to operate a computer effectively and efficiently, with knowledge and skill in Microsoft Office Suite, SharePoint, Outlook and any additional program specific software.
- Ability to read and interpret documents such as grant requirements, program policies, and other agency requirements.
- Ability to write and interpret reports and correspondence. Excellent punctuation, grammar, and spelling skills. Strong written and verbal communication skills to interact effectively with people in person or by phone.
- Ability to work with mathematical concepts.
