Job Summary
Lead the human resources team of the Delaware division of ServiceSource. Responsible for managing all areas of Human Resources functions for Delaware region including recruitment and retention, managing employee relation matters, training and development of frontline managers, timely and efficient new hire on-boarding, ensuring accuracy of all required documentation.

Manage the recruiting function for all positions, in collaboration with the recruitment services manager, including internal and external job postings. Obtain budget approval for new positions. Negotiate contracts with local with employment agencies for temporary staffing needs. Obtain eligible compensation level/range for positions from Compensation. Interview candidates and validate all screening steps have been completed and all results meet the standards for the position. Assist hiring managers in making selections and extending job offers for managerial positions. Include all transfers and promotions.

Monitor performance of team members and provide feedback. Provide overall direction of HR team to include the setting of division policies, goals, objectives, procedures, and ensuring compliance.

Ensure compliance with Corporate policies, standard operating procedures, and HR laws by verifying/auditing: new hires paperwork, job description, I-9 completion, tax and payroll related forms, benefits (FMLA, HIPAA, COBRA, ERISA) and timely enrollment, etc., performance management, wage changes, merit increases, off-cycle increases (FLSA, SCA, EEO), and employee relations investigations, terminations, and affirmative action plans.

Coordinate the completion of all necessary on-boarding and integration materials and documents for new hires, rehires, transfers, and promotions including sending invitations for and track attendance at new hire orientations and prompt 100 percent attendance, collect, review, submit, and file all new hire, rehire, promotion, and transfer paperwork. Ensure that the new work site and manager are prepared for new hire, including plans for the first day of work, site keys or access, and phone.

Generate the weekly report of HR employee list and rectify any identified error(s). Process all HRIS requests in Workday. Ensure compliance with AbilityOne, and Service Contract Act (SCA) regulations, and Service Source's policies. Ensure timely enrollment of benefits is completed by new hires within 30 days of hire.

Serve as a strategic business partner and advisor to senior managers.

Handle employee relations: provide focused-level employee relations support, including complex issues such as reduction in force, terminations, harassment or discrimination complaints, and employee performance improvement plans.

Ensure the timely termination of employees who are separating from the organization. Complete all exit interviews upon terminations of employees in Workday.

Serve as Lead for the resolution of complaints and grievances and conduct comprehensive investigations. Brief and discuss all employee relations complaints and investigations with appropriate Regional Office or division executive management on a timely and ongoing basis. Maintain accurate and comprehensive records of all investigations and resulting conclusions.

Maintain active communication lines with HR Team members to collaborate with other HR subject matter experts.

Provide guidance and referrals to employees in need of counseling on such matters as, work performance, grief, etc. Conduct all work with high sense of confidentiality, accuracy, and professionalism.

Provide local approval for requests for benefit programs, including tuition reimbursement, leave donation programs and submit them to the Benefit and/or Payroll department for final approval and processing.

Ensure consistent application and interpretation of the organization policies.

Occasionally travel to other site locations.

Perform other responsibilities as assigned.

Qualifications: Education, Experience, and Certification(s)
-
Bachelor's degree in Human Resources or a related field and minimum seven years' related experience in HR showing a progression to increased responsibility required.

Prior supervisory experience required.

HRCI or SHRM certification preferred.
-
Experience with the government Service Contract Act (SCA) preferred.

Valid driver's license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).
Knowledge, Skills, and Abilities

In depth knowledge of human resources laws and compliance regulations required, including: FLSA, FMLA, SCA, COBRA, EEO/AAP's, ERISA, and HIPAA.

Must be able to work well with people internally and externally at all levels of the organization.

Proficiency in Microsoft Office skills required.

Ability to become familiar with corporate specific programs and software required.

Excellent verbal and written communication skills required.
