SUMMARY:
Under direction, coordinates and performs advanced and specialized technical and administrative duties to assist the Emergency Management Director in administering the Routt County Emergency Management Program; assists with the development, implementation, coordination, and maintenance of emergency preparedness, response, recovery, and mitigation plans, procedures, and programs; assists with the development and implementation of strategies and procedures to inform the public through the press, social media, website, and other sources; assists with the administration of grants; monitors budgets and maintains departmental accounting records; and performs other related duties as assigned.
JOB DUTIES:
• Assists the director in administering the Routt County Emergency Management Program, including the development, implementation, coordination, and maintenance of emergency preparedness, response, recovery, and mitigation plans, procedures, and programs.
• Assists the director with the development and implementation of strategies and procedures to inform the public about emergency situations through the press, social media, website, and other sources; serves as the primary liaison to the media, other public information officers, community groups and committees as directed; creates, manages, and develops a department presence across social media channels; maintains the department’s internet and intranet website in order to communicate the department’s services and positions on various issues.
• Assists with the planning and administration of emergency preparedness exercises and drills to test the county’s response to a variety of crisis situations; assists with the development of After-Action Reports (AARs) to document lessons learned and recommendations.
• Assists with the administration of grants; maintains documentation on the use of resources and completes requests for cost reimbursements; prepares required reports for submittal to the funding source.
• Monitors budget activity throughout the year, resolving any discrepancies; participate in annual department budget preparation activities, including the research and assembly of financial and operational data.
• Maintains departmental accounting records by entering expenditure and revenue data into spreadsheets, databases, or other financial tools; makes journal entries and enters vouchers into automated systems; reconciles and balances
accounts and statements with various financial system reports; researches problems and makes corrections.
• Receives and processes accounts payable invoices; matches invoices to requisitions and verifies that correct items have been received; researches and obtains missing invoices and communicates with suppliers as necessary to correct problems; calculates settlements or adjustments; processes invoices for payment in a timely manner to avoid late payment penalties and fees; posts approved invoices to departmental and/or countywide records/systems.
• Compiles and maintains an inventory of emergency supplies and equipment that are owned and/or obtained by the Office of Emergency Management (OEM) and distributed to other agencies; assists with documenting the resources used during emergencies, disasters, and wildfire incidents.
• Enters, locates, retrieves, and compiles data into/from manual or computerized information systems; assembles and consolidates information from multiple sources and prepares periodic or requested management reports.
• Receives and screens department visitors and callers; identifies and resolves issues when possible to relieve the department head of administrative details; takes and transmits messages; schedules appointments, meetings, conferences, and departmental events for manager(s) using manual and/or electronic tools; refers visitor/caller to other resources as appropriate.
• Attends meetings and training; serves on committees, teams and task forces, and provides staff support as assigned.
• Assists with planning and activating the Emergency Operations Center (EOC) facilities and equipment; may function as the EOC administrative coordinator.
• Assists with administering various training programs for emergency response personnel; may present public education demonstrations in areas of expertise and/or certifications.
• Assists with developing risk and vulnerability assessments of critical sites and infrastructures within the county and developing plans and strategies for vulnerability mitigation.
• Performs other related duties as assigned.
QUALIFICATIONS:
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
High School Diploma or GED; Associates degree in Emergency Response, Occupational Safety and Health or related field preferred.
Experience:
Four years of progressively responsible office administrative experience that includes electronic data entry, typing, the maintenance of recordkeeping systems, and the operation of personal computers. Experience that provides a basic understanding of state and federal emergency management organizations and requirements is desirable.
LICENSES AND CERTIFICATES:
• Valid Colorado Driver’s License may be required to operate a County vehicle.
• Must successfully complete National Incident Management System training courses ICS-100, ICS- 200, and ICS-700 within six months of appointment.
• Must successfully complete National Incident Management System training courses ICS-800, ICS-300/400 within two years of appointment.
