Accounting/Management Analyst
Pay Range $4,688.67 – 5,064.80 monthly DOE
Position requires on-location work in Quincy, CA.
Definition:
Under the supervision of the Finance Director, this is the most advanced accounting support person.

Desirable Qualifications:
1. Possession of a Bachelor’s Degree in Business or equivalent experience.
2. Knowledge of accounting principles, practices, procedures, and methods. Government or fund accounting experience is regarded as a plus.
3. Experience with operation of grant-funded programs.
4. Standard office methods, procedures, and practices.
5. Basic methods, procedures, and practices of financial and statistical record keeping.
6. Microsoft Office Suite (particularly Excel) and other software applications.
Duties:
1. Performing general and specialized studies, surveys and analysis relating to matters of Agency operations, both of an accounting and managerial nature.
2. Assisting in monthly Agency accounting functions, bank reconciliations, and in the compilation and analysis of program budgets.
3. Performing studies and making recommendations related to administrative and operational policies and procedures.
4. Assisting with the development and updating of Agency manuals, policies, and procedures, such as program policies, accounting manuals and personnel policies.
5. Representing the Agency as needed in contacts with commissions, boards and funding agencies. This may include verbal and written presentations.
6. Providing professional assistance and advice to Agency staff and outside entities on matters of policy, budgets and reporting.
7. Assisting the Fiscal Assistant or Accounting Technician during times of exceptionally heavy workloads or absences.
8. Other duties as assigned.

1. Verify and process computerized reports and financial documents.
2. Perform complex mathematical computations with speed and accuracy.
3. Organize and prioritize work to meet established time lines.
4. Understand and follow both oral and written instructions.
5. Operate standard office equipment, machines and computer equipment.
6. Accurately compile, post, verify, and maintain computerized and/or manual statistical records and files.

Definition of levels:
Accounting/Management Analyst I
This is the entry-level class of the Accounting/Management Analyst. The class is distinguished from the Accounting/Management Analyst II position by the performance of less complex tasks and duties assigned with the series. Employees in this class may have closer supervision and review of their work product by the Executive Director, Deputy Director or Finance Director. Employees in this classification may have only limited or not directly related work experience.
Accounting Management Analyst II
This is the full journey level class within Accounting/Management Analyst series. Employees within this class are distinguished from the Accounting/Management Analyst I class by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Employees in this class have demonstrated a clear understanding of Agency programs, policies and procedures and financial and management goals. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience.
Minimum Requirements:
Account/Management Analyst I
Education:
1. A combination of training and experience which would likely provide the required knowledge and experience.
2. Possession of a Bachelor’s degree in accounting, public administration, business administration or other appropriate field of study.
3. Job-related experience may be substituted for educational requirements on a year-to-year basis. Job-related experience would be defined as experience performing duties set forth in the “Duties” section.
Training & Experience:
1. Any combination of experience or training that would likely provide the required knowledge and abilities.
License and Certification:
1. Ability to pass Agency background check and credit check.
2. Possession of a valid California Driver’s License. Must present a DMV printout upon request by the employer for verification.
Insurance:
1. Ability to be insured under Agency insurance.
2. Possession of adequate personal vehicle insurance and proof of such coverage shall be on file with the Agency in order to operate a personal vehicle for Authority business. Use of personal vehicle for Agency business may be necessary in the performance of assigned duties. Mileage allowances are paid in cases when employees use their personal vehicle for Agency business use.
Travel:
1. Travel may be associated with this position and may include day travel to conduct sub-grantee monitoring or attend meetings, educational classes, conferences, etc. and occasional overnight travel to attend meetings, educational classes and conferences.
Accounting/Management Analyst II
All Fiscal Assistant I minimum requirements plus:
Experience:
1. Any combination of training and experience, which would likely provide the required knowledge and abilities.
2. Two years of experience in performing the duties and responsibilities relevant to that of an Accounting/Management Analyst I for PCCDC.
Essential Physical Functions
1. Essential functions of this position may require a range of physical mobility, such as bending, stooping, and lifting (usually 25 lbs. or less), turning, carrying objects and grasping. Requires a high level of visual and auditory acuity. Also requires ability to operate a motor vehicle, as well as indoor and outdoor mobility, remaining in a stationary position for extended periods of time, and a high level of manipulative dexterity to operate required office equipment. Qualified disabled persons must be able to perform the essential functions of the classification with reasonable accommodations.
