Job Purpose and Summary
This position is responsible for the maintenance operations program within an assigned district for the Pennsylvania Turnpike Commission (PTC). Management responsibilities include identifying, planning and prioritizing work requirements and resources, monitoring the execution of approved work orders and reporting completed work production. Work is performed with independence and reviewed by a manager, or designee, for attainment of program goals, completion of projects and overall performance. Supervision is exercised over supervisory and field employees.
Essential Functions & Responsibilities
- Manages, plans and organizes roadway and tunnel maintenance operations and staff functions within an assigned district including supervision, performance management, delegation of work assignments and review of work product.
- Develops work plans for predefined production periods based on the approved annual work plan, including snow and ice control plans and winter work schedules for the winter operations period.
- Coordinates and schedules work with Foreman and their crews to ensure work is completed in accordance with work plans and non-recurring work orders.
- Prepares production summaries for weekly, monthly and annual reporting requirements.
- Responds to and provides direction for all roadway emergencies and incidents to ensure timely and appropriate action is taken. Coordinates activities with engineering and the operations center as needed.
- Monitors and inspects job sites, roadway and facilities to ensure quality of work, safety of operations and appropriate roadway/facility conditions within the assigned district.
- Provides guidance and instructs supervisory and field employees regarding operating policies, procedures and work practices.
- Ensures an annual maintenance survey/inspection of highway features is completed to identify any deficiencies.
- Maintains work order and linear asset management master data in an electronic enterprise system.
- Participates in the budget preparation process and conducts operations within established budgetary guidelines.
- May act as a District Maintenance Superintendent or Foreman in the absence of an incumbent as needed.
- Performs related duties as assigned.
Qualifications
Education and Licenses
- Associate or trade school degree. Equivalent combination of education, experience and/or training may be accepted.
- Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
Minimum Experience
- Eight (8) years of field experience in highway maintenance. Equivalent combination of education, experience and/or training may be accepted.
- Two (2) of the years of experience must be in a supervisory capacity.
