The New York Association on Independent Living (NYAIL) is seeking an OHS Statewide Housing Specialist Liaison to assist in managing the Olmstead Housing Program (OHS). The OHS Program is designed to provide rental subsidies and supportive housing services to high-cost, high-need Medicaid members in New York State leaving Nursing Homes. The Olmstead Housing Program is funded by the NYS Department of Health.

NYAIL is a statewide not-for-profit membership organization that works to remove barriers to full community integration of people with disabilities. NYAIL members are Independent Living Centers (ILCs), consumer controlled, cross-disability providers of advocacy, services and supports to people with disabilities. 

Responsibilities:

The OHS Statewide Housing Specialist Liaison will report to the Director of Housing Programs and will work collaboratively with the director and the Housing Program Specialist to facilitate the successful transition of individuals into community settings within the State. The Statewide Housing Specialist Liaison will be responsible for coordinating activities of the Housing Specialists at subcontracting Independent Living Centers (ILCs) in the identified service areas.  Responsibilities include, but are not limited to:

  • Work collaboratively with NYAIL’s housing team on the development, evaluation, and ongoing supervision of this subsidy program.
  • Development and implementation of a plan to identify, verify, enroll, and document eligible participants.
  • Provide technical assistance and support to housing specialists throughout the state through technical assistance calls.
  • Work collaboratively with NYAIL’s Director of Housing Programs, OHS Housing Program Specialist, NYAIL subcontractors and the Department of Health to oversee the process for providing rental subsidies and processing timely and accurate rental payments for eligible participants
  • Plan and coordinate regional and web-based training events, as needed.
  • Ensure compliance with all New York State Department of Health reporting requirements, including data collection.
  • Provide technical support for database issues.
  • Develop program materials (e.g., program procedures, enrollment documents, and marketing materials) as needed for successful implementation.
  • Work with housing specialists statewide and other subcontractors to locate, inspect, evaluate, and maintain a registry of quality housing units that are safe, sanitary, affordable, and accessible for the target population.
  • Perform other duties as assigned.

Qualifications:

  • Minimum of a bachelor’s degree, master’s preferred
  • Experience with the concepts of Independent Living, consumer control, and a strong commitment to promoting and advocating for the full integration of individuals with disabilities.
  • Experience transitioning individuals including familiarity with finding affordable, accessible, integrated housing and the development of individualized service plans.
  • Knowledge of state and local housing policies, practices, laws, and issues impacting seniors and people with disabilities strongly preferred.
  • Experience designing, implementing, and evaluating health-related programs.
  • Knowledge of the state’s Medicaid program and community resources which can assist people with disabilities in living independently.
  • Excellent interpersonal, organizational, computer, and communication skills.
  • Preference will be given to individuals with personal experience with a disability

This is an Albany-based position with the ability to work remotely part time. Regional and statewide travel required.

This is a grant funded position, with possibility for extension contingent on additional state funding.
