GENERAL DESCRIPTION OF DUTIES
This is professional work conducting, coordinating, researching, analyzing, and reporting on projects and/ or policies.
ESSENTIAL DUTIES
Independently conducts research and analysis on projects and/or policies. Independently conducts research and analysis activities on assignments as directed by a director and other senior staff. Makes recommendations based on research findings and analysis. Collects relevant data and other research materials. Confers with County government staff and external stakeholders on assigned issues. Prepares and presents oral and written reports on special assignments to supervisor.
Performs related work and special assignments as required.
May assist staff with the development and implementation of the County's state and federal legislative program activities. Researches, analyzes and prepares reports and memorandum on key legislative and public information issues impacting Leon County. Serves as a liaison between county, state, and federal contract lobbyists, external agencies and officials, as directed. Attends/participates in state and federal legislative meetings, conferences, and events. Performs other assigned legislative and public information special projects.
Assist with the staffing of citizen committees as established by the Board of County Commissioners as directed. Record and prepare minutes of citizen committees. Collect relevant data and other research materials for citizen committees.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the general operational practices of state and county government. Professional knowledge of the operational practices of state and federal legislative branches. Skill in written and verbal communication. Skill in data collection and analysis and computer efficiency. Organizational skills. Ability to organize and present clear and concise oral and written reports. Ability to take on multiple tasks and meet set deadlines. Ability to conduct research, analysis, and make recommendations.
Ability to ascertain potential impact/outcome of policy decisions both externally and internally. Ability to operate/drive a County vehicle. Ability to identify, monitor, and timely report on and advocate for legislation or other issues that impact County Government.
COMPLEXITY OF WORK
Sound independent judgement is needed in order to determine/interpret County practices/policies. Independent judgement is very important when dealing with broad constituencies and varied community interest. Work requires initiative and creativity in seeking solutions to a wide range of problems identified by the Board of County Commissioners, County Administrator, Deputy County Administrator, Director of Economic Development and Business Partnership, and/or other lead staff. Deadlines are paramount in this position. Must have the ability to work with other individuals, departments, agencies and the broader community to meet deadlines. These deadlines are a constant reality of the position. Attention must be shifted frequently as new projects are added on a weekly basis. Problem solving skills are also key to this job. Problems presented include financial, policy, legal, and programmatic components. Employee must seek appropriate sources of information to address each component.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Internal and external customer contacts consist of County Administration, Deputy County Administrator, and Special Projects/Intergovernmental Coordinator concerning project status and strategy; and contact with the Director – Office of Economic Development and Business Partnership concerning project status, strategy, and assignment. External customer contacts include, but may not be limited to county, state, and federal lobbyists.

County vehicle, personal computer, spreadsheets and word processing software.
WORK ENVIRONMENT
Work mainly indoors at a desk.
WELL BEING AND SAFETY
Work is performed primarily in the office.
MINIMUM REQUIREMENTS
Requires graduation from an accredited four year college or university with a Bachelor's Degree in Business, Public Administration, or a related field; and two years of related work experience preferred.
Necessary Special Requirements:
Requires a State of Florida Driver License Class E to operate a County vehicle.

FLSA STATUS: Duties meet the administrative exemption. The employee's primary duty is performing office work activities that impact the running of governmental activities due to work activities that involve the employee conducting research, analysis and making recommendations.
