Georgia State University's Instructional Innovation and Technology Department - Applications Solutions / Application Design and Development Division is looking for a skilled Manager, Application Engineering (Working Title: Manager, Application Design and Development) to join our vibrant and growing team. The Manager, Application Design and Development is responsible for managing business and technical aspects of a business unit. Duties require extensive collaboration with other business units within IIT, internal University customers, and external vendors. This position receives general direction from management and operates at a maximum level of independence. The Manager, Application Design and Development is responsible for the business of delivering applications technology solutions for their particular domain. This includes responsibility for the entire application development lifecycle spanning analysis, design, implementation, testing, documentation, and maintenance. Responsibilities also include project and portfolio management, service level management, customer duties and/or responsibilities as determined by the employee's direct supervisor. The Manager, Application Design and Development is ultimately responsible for the continued financial and operational viability of the business unit for which they are responsible.

Solutions Delivery Management (Responsible for the entire solution development lifecycle including):
Business Unit Management:
- Responsible for the business of designing and delivering custom applications. Includes preparing estimates, providing quotes, coordination of sub-contractors, managing business unit costs to remain competitive in the marketplace, and establishing and managing customer service levels (i.e., Service Level Agreements)
Resource Management:
- Assigns personnel to various projects and support activities and directs activities.
- Reviews and evaluates individual performance.
- Prepares performance evaluations.
- Establishes performance improvement plans when required to rectify deficiencies in team members' performance.
Project and Portfolio Management
- Accountable for project management associated with the delivery of solutions sold to customers.
- Portfolio Management.
- Responsible for managing a portfolio of multiple, concurrent projects including new product and feature development
Analysis and Risk Assessments
- Analyzing potential alternative solutions, performing feasibility studies, defining of solution scope, evaluating vendor supplied technical components and/or packaged solutions.
- Systematic re-evaluation of the project portfolio to optimize the portfolio's value (probability of success, expected extent of strategic impact, consumed resources).
-Design, Implementation, Documentation, and Testing
- Elicitation of user design requirements, conformance with architectural standards, and documentation of solution technical design.
- Construction, development, programming, and/or assembly of solutions
- Appropriate documentation of delivered solutions (i.e., technical documentation, user documentation, run-time documentation, help center knowledge articles).
- Quality assurance testing of solutions and support for customer acceptance testing of solutions.
Preferred Hiring Qualifications
* Previous experience with business process analysis
* Technical skills (hands-on experience and/or certification with a particular application development platform is preferred)
* Project Management (PMP certification preferred)
* Knowledge of and experience with application solutions delivery within higher education
Minimum Hiring Standards
Bachelor's degree and four years of related experience, or a combination of education and related experience
