Director of Business and Finance and Support Services
Summary:
The Director of Business and Finance is responsible for planning, organizing and directing the operation and administration of the major business and financial affairs of the school system. The business responsibilities include budgeting and financial planning; purchasing and supply management; plant planning and construction; operation and maintenance of plant, transportation, and food service; financial accounting and reporting; and warehousing management.
Major Responsibilities:
- Supervise the office staff of the Central Office Business Division and coordination with CBO.
- Exercise general control over the finances and coordination of food services, including cafeterias, hot lunch and federally-funded programs
- Exercise financial administrative direction over those responsible for the custodial upkeep of school buildings, and act as the Supervisor of the Buildings and Grounds Supervisor.
- Exercise administrative financial oversight over the transportation and act as the Supervisor for the Director of Transportation.
- Exercise administrative direction over the operation of the central warehouse, including procedures for receipt and storage of supplies and equipment, inventory control and shipments to schools, excluding all technology purchases.
- Oversee the coordination of orientation and training programs maintenance including custodians, food service, and transportation.
- Evaluate the performance of personnel of whom he/she is the Supervisor.
- Receive budget requests from authorized channels and compile the documents for the proposed annual budget for operation, maintenance and capital outlay.
- Administer budgeted funds and exercise cost control of all budget line accounts.
- Develop and operate accounting systems for appropriated funds, including the encumbrance subsystems and estimated expenditure run-out forecasts.
- Develop and operate accounting and control systems for non-appropriated funds, including cafeteria funds, athletic funds and federal funds; and prepare monthly, annual and other reports on such funds.
- Supervise the accounting of school system funds in association with the Auditor.
- Serve as the designated liaison with the Auditor, Treasurer, BOCES CBO and other financial authorities, including State and Federal financial officials
- Prepare guidelines for all school system personnel involved in business-oriented tasks, such as budgeting, requisitioning, purchasing, stock replenishing and reporting.
- Serve as the designated liaison with the school-operated computer services staff and with the Board of Cooperative Educational Services processing division.
- Direct the preparation of payrolls and the payment of salaries in association with the Treasurer, CBO and Auditor.
- Direct the processing of accounts payable and accounts receivable.
- Serve as the purchasing agent of the school system.
- Serve as the designated agent for bid inquiries and for coordinating the evaluation of bid proposals.
- Coordinate the development of the bidding specifications for pupil transportation and monitor the fulfillment of the transportation contract.
- Develop and operate plans for inventory control of supplies and equipment.
- Coordinate the development of plans for assessment of needs and economical purchase of supplies, new equipment, replacement of equipment and other service needs.
- Coordinate and administer the preparation of State financial and statistical reports, including financial assistance reports.
- Assist parents, community groups and officials responsible for community use of school buildings in the maximum utilization of school buildings.
- Exercise administrative direction over those responsible for the use, maintenance and replacement plans of school department vehicles.
- Coordinate and administer all school system insurance programs, except contractual personnel insurance.
- Make analyses of school costs and expenditures in comparison with those of other school systems, governmental units and industry.
- Assist the Superintendent in the preparation of the District's budget and preparation of final draft for the Board of Education.
Organizational Relationships
- Responsible to the Superintendent and Assistant Superintendent.
- Responsible for the School District's custodial and maintenance personnel, transportation staff, and cafeteria staff in collaboration with the Assistant Superintendent.
Qualifications
No person shall be appointed Director of Business and Finance for the Geneva City School District unless he/she meets certification requirements of the State of New York:
School Business Administrator (SBA), School District Administrator Certificate (SDA), or School District Leader (SDL).
