Associate Vice President
Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI serves the most vulnerable individuals, families, and communities with critical services and programs. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities - the poor and working poor, low-income people with chronic illnesses, persons with criminal justice involvement, substance users, domestic violence survivors, people of color, and the LGBTQ community.
Position Summary:
The Associate Vice President (AVP) of the Next Step Recovery and Resource Center is a member of Community Health Action of Staten Island (CHASI)'s the senior leadership team and functions as the lead administrator for the 24-Hour Resource Center, comprised of several local, City and State funding to address the needs of people in all stages of recovery, and their families. The Next Step hosts a number of services including peer-driven individual and group recovery services, counseling and case management, overdose prevention services, and harm reduction and recovery-oriented community outreach and education. The AVP oversees the HOPE program peer response to Staten Island precincts and the Courthouse, as well as the NYCDOHMH Relay program, a peer response to nonfatal overdose in the 3 Staten Island emergency departments. The AVP works in conjunction with the Next Step management team to develop, deliver, and evaluate program services and operations.
Duties & Responsibilities:
- Monitor the performance of all the contracts in the portfolio, providing direct supervision to the program's managers.
- Implement and maintain an aggressive plan to achieve census and deliverable targets.
- Analyze program performance and forecasts future demand and resource requirements to ensure effective program operations.
- Assure compliance with all policies, regulations, and laws including those governing clients' rights and HIV/AIDS and substance abuse confidentiality of information.
- Monitor trends in program performance including client engagement, chart documentation, and referral management. Develop action plans to ensure that performance goals are met when needed.
- Conduct ongoing QA/QI activities and ensure that clients records reflect appropriate level of quality and engagement.
- Implement and monitor conferences to foster communication between program staff and key community stakeholders.
- Instill a sense of accountability among team members by modeling and providing oversight including attention to time and attendance, communication, boundaries, and completion of services in a timely way.
- Support supervisors' management of program personnel, including collaborating with Human Resources on recruitment, orientation, clearances, evaluation and corrective action, as needed.
- Develop a staff development plan inclusive of internal and external training to support continuous education and skills building.
- Build, develop, and maintain community relationships and referral arrangements with community agencies and hospitals.
- Participate in intra- and inter-agency community meetings and committees as assigned.
- Complete reports detailing key program activity for submission to stakeholders, and CHASI management.
- Provide counseling and crisis intervention services as needed.
- Attend and participate in continuing education programs, seminars designed to maintain professional competence.
- Collaborate with executive staff on the development, implementation, evaluation, and reporting and of Next Step programming.
- Manage staff scheduling, services, and performance to meet community needs and contractual obligations.
- Develop, disseminate, and orient staff to policies and procedures.
- Identify, plan, and implement individual interventions and workshops using evidence-based intervention models and established best practices with substance-using populations and/or their families.
- Develop the necessary systems, processes, and tools to support program execution, reporting, quality, and compliance.
- Develop and implement a quality assurance and improvement program for the Next Step Resource Center.
- Prepare and submit regular and timely reports to CHASI senior management and to funders on contract deliverables and other performance indicators.
- Monitor and manage program expenditures against budget and contribute to budget development and modifications as needed.
- Ensure a healthy, safe environment at the Resource Center.

Qualifications:
- Licensed Master Social Worker or Mental Health Counselor required. LCSW preferred.
- At least 5 years of program management experience required.
- At least 5 years of experience supervising staff is required. Ability to work in a team setting and use effective leadership and communication skills.
- Knowledgeable in the areas of substance abuse, addiction, harm reduction, recovery services; experience with criminal justice system-involved persons preferred.
- Demonstrated success analyzing and interpreting financial and program data and responding quickly and effectively to improve program performance required.
- Ability to work independently, establish priorities, and handle multiple tasks simultaneously.
- Strong oral and written communication skills, including the ability to effectively present information and respond to questions from internal/external sources as well as the ability to relate effectively to clients, front line staff, middle and executive management.
- Advanced computer skills, specifically Microsoft Office applications, including Excel and PowerPoint as well as internet navigation and ability to use and quickly learn new databases.
- Ability to read, analyze, and interpret financial reports, service data, contracts, technical procedures, governmental regulations; able to write reports, P&P manuals, and professional correspondence.
- Ability to effectively present information and respond to questions from groups of clients, staff, managers, funders, policymakers, and the general public.
