Minimum Requirements:
Must have BA or BS from an accredited, recognized institution. Graduate degree, such as MBA with a marketing concentration is preferred.

Required Knowledge, Skills and Abilities:
Preferred skills and experience in one or more of the following fields:

2. Marketing planning, market communications
3. Creating digital content for social media
4. Presentations, live and virtually
5. Budgeting and financial reporting
6. Experience in higher education, public or private, institutional or federal, state, or regional agency – or in work force development, continuing education, and/or career counseling
7. Project management, program management, or new product or program development/launch
8. Rich background in community service and volunteerism – with knowledge of employers, government agencies, and/or culture of the Lowcountry – highly desirable

Additional Comments Regarding Position:
The purpose of the LGC is to expand opportunities for affordable, public graduate education in the Lowcountry of South Carolina, as provided by its three member institutions; namely: the College of Charleston, the Medical University of South Carolina, and The Citadel. Such opportunities for graduate education will address and help to meet the economic, business development, and social needs of the Lowcountry. The Director shall be responsible for ensuring that the Purpose and Objectives of the LGC as described in the Consortium Agreement shall be achieved to the fullest extent possible, consistent with available resources and conditions.

LGC mission statements, vision statements, strategic plans, assessment plans and reports, and other administrative requirements shall be prepared by the LGC Director, in consultation with the Supervisory Council as appropriate. The LGC Director shall operate the LGC in a way that creates the lowest possible overhead expenses. The LGC Director shall devise appropriate work plans, subject to the review and determination of the College’s Provost, consistent with the other provisions of this Memorandum.

The Director is responsible for the supervision and output of the freelance blog writer employed part-time by the LGC, as well as the direction of services provided under contract by the website vendor for website hosting, maintenance, and general SEO guidance. The LGC Director reports directly to the College of Charleston Provost for employment purposes. Indirect reporting, in accordance with the Consortium Agreement, also exists to the LGC Supervisory Council.

Position operates on a year-by-year contract that can be
renewed after one year of employment.

Enhances and maintains the reputation of the LGC for facilitating digital access for adult learners (ages 25-35 years) as prospective students to relevant programs that meet the needs of local employers and enhance the potential of the local residents of the Lowcountry to achieve career advancement. Stays current with business news and announcements regarding announcement of the Chamber of Commerce, relocating companies to the area, major expansions or contractions by area employers, and emergent trends in new technology, relevant new government policies and laws, etc.

Manages interface with the website vendor hosting and maintaining the LGC’s website: a) Maintains fresh content on the LGC’s digital portal that utilizes SEO tactics to bring inbound traffic that can be directed and dispersed through website links to appropriate landing pages of graduate programs of the LGC’s member institutions; b) Elevates LGC visibility and demonstrates commitment to serving the interests of the public-at-large with frequent social media posts including weekly blogs of content produced by the LGC’s freelance journalist relevant to the economic health and vitality of the Lowcountry, highlighting educational opportunities for career advancement of individuals; c) Secures and analyzes periodically website statistics, adapting both strategies and tactics, in consultation with the website vendor, to optimize its effectiveness; and d) Stays current with changes and expansions of graduate programs of the member institutions to optimize the career explorations of prospective applicants who are adult learners, those residing in or outside of Metro Charleston, via the LGC’s website.

Provides leadership, support and administrative oversight necessary to meet the LGC’s vision, goals, and strategic plans. a) Stays abreast of program development at each of the LGC’s member institutions, attending meetings of the Graduate Curriculum Committee at The Citadel and the Graduate Council at the College of Charleston; b) Reviews and manages all applications for grants from the LGC’s Opportunity Funds, soliciting Letters of Support and making all pertinent documents available for timely decisions by the LGC Supervisory Council. This responsibility includes keeping track of annual reporting for each of the three years after application approvals are granted; and c) Develops and reports spending against the approved annual budget for the LGC, functioning responsibly with transparency in reporting and safeguarding public assets through annual state budget appropriations.

Performs all administrative functions essential to timely engagement with the LGC Supervisory Council: a) scheduling at least two Supervisory Council meetings each year, communicating a meeting agenda in accordance with the FOIA of the State and organizing all pertinent documents in a Meeting Packet issued at least 3 weeks in advance of the meeting, and recording and publishing minutes to the website; b) Paying invoices in a timely manner and complying with requests and policies of the LGC’s fiscal agent, including Procurement, Accounts Payable, and Human Resources; and c) Ensuring adherence to the articles of the Consortium Agreement governing the structure and mission of the LGC.

Produces an annual report on the state of graduate education in the Lowcountry, to include a current audit of existing public and private graduate programs offered in the tri-county area (Charleston, Berkeley, and Dorchester) considered “competitors” with any of the three member institutions of the LGC: a) Conducts on-going research that identifies regional graduate programming opportunities by addressing the economic, business development, and social needs of the Lowcountry, largely by examining job postings that require graduate level education especially in targeted sectors, and b) Communicates to the LGC’s Consortium Universities, as defined by the Memorandum of Understanding (the College of Charleston, The Citadel, and the Medical University of South Carolina) where new opportunities exist or are emergent, including periodic review of EAB white papers and published studies on graduate education in the U.S. including scholarly literature on the challenges facing graduate education in public institutions in the U.S.
