Description
This classification involves providing leadership and strategic direction to ensure goals of the Information Technology (IT) Department are aligned with IT best practices and support the overall goals of the City. An employee in this position manages the technical and administrative tasks in directing the activities of the City’s IT Department; plans, budgets, organizes, directs, and coordinates various activities of IT; oversees the department and supervises assigned staff and equipment. Work is complex and of unusual difficulty and includes responsibility for the City’s networks, cybersecurity, enterprise applications and hardware, disaster recovery/business continuity, database administration, telecommunications, data input, computer operations and production scheduling, computer programming, computer systems analysis, procurement of system hardware, data communications, telephone equipment evaluation/approval and operation, and for developing department staff and resource requirements. This position also provides leadership and vision for technology initiatives as well as handling related office, administrative, and personnel matters.
Examples of Duties
ESSENTIAL JOB FUNCTIONS
- Oversees all technology and IT security operations and projects for the City to ensure 24/7/365 availability and uptime.
- Leads IT strategic goals and plans.
- Develops and implements IT, Security, and other related policies, programs, and schedules for the Department’s activities; formulates and establishes rules and processing procedures.
- Leads IT operational management; assigns, directs supervises, and reviews work of assigned managerial, professional, technical, supervisory, and administrative personnel; advises personnel in solutions to technical problems.
- Represents the City to vendors, professional organizations, other governmental agencies, consultants, media, and any other necessary entities.
- Advises and counsels executive management on developing trends and practices that may impact the City.
- Collaborates with representatives of other City departments to ascertain the feasibility of the information systems services requested; analyzes equipment capabilities, commitments, and priorities relative to services requested; and advises user departments of feasibility, cost, and time required.
- Maintains awareness and security awareness of new equipment, procedures, and techniques in information systems management and communication; compares current practices and equipment to available alternatives and makes decisions and recommendations accordingly.
- Leads IT projects; consults with staff to develop project schedules.
- Trains and assists staff in providing outstanding customer service and effective solutions to challenges.
- Recommends budget to accomplish assigned programs and projects; designs bid specifications for purchase of supplies and equipment; participates in the evaluation of bids/proposals and contract negotiations with various vendors; and facilitates the implementation and operation of Geographic Information System (GIS) for the rest of the City.
- Performs related office and administrative tasks.
- Makes decisions and recommendations regarding hiring, disciplinary actions, and promotions of assigned employees; reviews performance reports and rates employee performance; counsels employees on work related problems; and exercises authority for department personnel actions consistent with collective bargaining agreements, City personnel rules, and other applicable rules and regulations.
- Attends Commission meetings and represents department at other formal meetings as needed.

Requirements
- Bachelor’s degree from an accredited college or university in business administration, computer science, or a closely related field.
- Master’s degree preferred.
- PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)
- Ten years of experience managing an information systems organization.
- Demonstrated experience in enterprise project implementations, and cybersecurity incident response planning.
- Experience working in a government organization is preferred.
- Technical certifications and proven coursework in concentrated areas preferred.
PHYSICAL DEMANDS
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Occasional climbing on ladder or stool to reach or mount equipment.
