Salary Range: $58,669 - $75,102 DOQ
Benefits: 100% paid health insurance for employee & reduced rates for

GENERAL PURPOSE:
The Construction Manager acts as a liaison between the City of Kalispell and private contractors, developers, and engineers to ensure the requirements of the Standards for Design and Construction (City Standards) are met for City’s infrastructure constructed by private developers. The Construction Manager is responsible to schedule and coordinate field work of city staff (valve operations, testing, flushing, inspections, etc.) as required for successful completion of private development.
Additionally, the Construction Manager reviews approved plans, reviews specifications, and design reports to verify construction is completed as designed and approved. The Construction Manager will perform field observations of work in progress, note deficiencies, and resolve construction problems by working with the design engineer and contractor to identify solutions which meet the minimum standards of the City. The Construction Manager also manages and administers permits, as assigned, for the Public Works Department.
Work assignments are made orally and in writing. The Construction Manager is expected to communicate clearly and professionally and have the ability to work well with others. Work is performed with considerable independence in judgment and decision making within established policies, procedures, rules, regulations, and guidelines. Work is reviewed through observation, meetings, periodic written and oral reports and by results obtained.
SUPERVISION RECEIVED:
Works under general supervision of the City Engineer.
SUPERVISION EXERCISED:
Supervises the activities of staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (80%):
• Provides city oversight for private projects which install new city infrastructure or
connect to or modify existing city infrastructure.
• Performs day to day contract administration for assigned city funded construction
contracts and projects.
• Reviews materials, submittals, and construction for compliance with the Construction Standards, approvals, and project specifications.
• Schedules and conducts pre-bid, pre-construction and progress meetings with contractors, consultants, and staff to answer questions and resolve issues.
• Reviews, schedules, and coordinates field work for city staff (valve operations, testing, flushing, inspections, etc.) as required for completion of private development.
• Monitors the status of project completion and ensures warranty and bonding requirements are continuously met.
• Reviews proposed traffic control plans and modifications to approved traffic control plans.
• Coordinates with other agencies as necessary in regard to private development oversight.
• Reviews contractor and engineer’s records, daily logs and diaries and all other pertinent information necessary to ensure that all work has been performed in accordance with all City requirements.
• Witnesses in-field infrastructure testing and reviews the results of field and laboratory testing.
• Verifies project compliance with ADA/PROWAG requirements within city rights-ofway.
• Notes and communicates material and workmanship deficiencies for City infrastructure and ensures deficient construction items are removed and replaced in accordance with City Standards.
• Professionally communicates and assists to resolve construction problems.
• Maintains construction diaries and project logs. Utilizes the City’s GIS integrated permit and asset management software for project documentation including inspections, record keeping, correspondence, etc.
• Monitors work sites to ensure safe practices are followed at all times.
• Reviews and verifies that contractor and engineer records faithfully reflect the required quality control and quality assurance testing, clearly identify test locations, and that all test results are available for City review and verification on demand.
• Reviews and approves Engineering Record Drawings.
• Keeps the City Engineer informed and updated on the status of projects and assignments.
• Reviews, approves, and manages permits for the Department of Public Works including Right-of-Way Permits, Encroachment Permits, Sidewalk Occupancy Permits, Bus Stops, Parklet Permits, and other permits as developed and assigned.
• Performs site inspections prior to and following construction activities to document the conditions of city and private infrastructure and to protect the same.
PERIPHERAL DUTIES: (20%):
• Responds to inquiries and concerns of citizens and the business community relative to city rules, regulations, ordinances, and the status of projects.
• Provides support to city staff and the general public.
• Other duties as assigned.
MINIMUM QUALIFICATIONS:
1. Education and Experience:
Graduation from a four-year college or university with major course work in civil engineering or construction management.
Construction experience with water utilities, sanitary sewer utilities, and storm sewer utilities construction, streets, sidewalks, and other municipal infrastructure.
Five years supervisory or oversite experience in the construction, operation, or management of public works infrastructure, including water, sewer, storm, roadways, and other public infrastructure.
Any equivalent combination of education and experience that will provide the desired knowledge, skills, and abilities.
2. Necessary Knowledge, Skills and Abilities:
• Knowledge of the basic principles of construction engineering as related to design and construction of public works facilities and projects.
• Knowledge of methods, materials and inspection techniques employed in public works infrastructure construction.
• Knowledge of City, State and Federal Construction Standards.
• Knowledge of the geography of the City.
• Knowledge of occupational safety and health practices.
• Proficiency in math and writing.
• Skill in working with coworkers, property owners, contractors, and consultants.
• Skill in professional communication, both orally and in writing.
• Skill in the review and interpretation of plans, reports, and specifications.
• Skill with asset and permit management software.
• Ability to keep organized records and daily reports.
• Ability to comprehend and use the City’s asset and permit management software.
• Ability to use Microsoft Office products efficiently and effectively (Word, Excel, Teams, OneNote, Outlook, etc.).
SPECIAL REQUIREMENTS:
Ability to maintain composure and professionalism under pressure.
