JOB SUMMARY:
This is technical work in engineering construction and landscape inspection. Work involves responsibility for performing standard engineering inspection tasks of private and City public works or utilities projects to ensure compliance with approved plans and specifications. This work also encompasses paraprofessional field inspections to ensure compliance with city landscape codes and tree preservation codes. Work is normally performed independently and requires technical discretion and judgment. Assignments are received from a technical superior and may be accompanied by oral or written directions. Work is reviewed in progress or upon completion for accuracy and compliance with desired results.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
- Inspects lighting, structure and paving construction, sidewalk, water distribution, sewer collection, storm drainage system and recreation facility construction; ensures conformance with approved plans and specifications; checks materials used; determines alignment, grade and compaction of fill; orders standard field and laboratory tests; performs simple field measurements; prepares and maintains related records and reports.
- Reviews building plans, site plans and construction documents submitted with application for building permit to determine that such plans meet the requirements of applicable building, construction, landscaping and tree preservation codes.
- Conducts field inspections of new construction sites and existing developments to determine compliance with landscaping regulations as approved, assures adherence to the tree preservation ordinances and mitigation agreements.
- Assures accumulation of complete construction data for compilation of official project records.
- Confers with and advises the general public concerning minor problems associated with construction projects.
- Investigates complaints relating to flooding, encroachments to the public right-of-way and poor road conditions.
- May utilize computer terminal or PC for entering field inspection or permit review data into the city mainframe system.
- Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

EDUCATION/EXPERIENCE:

Required:
High School Diploma or GED equivalency; and five (5) years experience in a responsible project management capacity relating to the construction of buildings/structures and other associated subsystems, roadways, water/wastewater systems, infrastructure, paving, and storm drainage systems or five (5) years experience as a construction inspector for a governmental agency; or possession of a General Contractor’s license.
Preferred:
IMSA Level II Signs and Markings, FDEP Stormwater Management Inspector, APWA Certification, ACI Certification, Certification in Earthwork and Asphalt Paving Level I & II.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid State of Florida Operator's License
- Valid Driver’s License: With proof of automobile insurance
- Background Check: Must have an acceptable background record
- Driving Abstract: Must have an acceptable driving record
KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge of the terminology, techniques and practices used in various types of construction and of the stages in the construction process when defects may be observed or corrected.
- Knowledge of possible defects in construction materials and of effective corrective measures.
- Knowledge of the types of tests performed on construction materials and their application.
- Knowledge of the codes, regulations and specifications relating to public works construction.
- Ability to read and interpret engineering plans and specifications and to recognize deviations from such plans in the construction process.
- Ability to make technical inspections and to enforce regulations firmly, tactfully and impartially.
- Ability to establish and maintain effective working relationships with fellow employees, contractors and the public.
- Ability to express ideas clearly and concisely, orally and in writing.
- Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception. WORK ENVIRONMENT:
Work involves moderate to heavy physical activity in a primarily outdoor setting under all types of weather conditions with the added exposure to insects, animals and other hazards.
