ASSISTANT VICE PRESIDENT OF RESIDENT SERVICES to assist in managing all aspects of the Resident Services programs, performs supervisory work and assists in managing the overall day-to-day operational functions of FSS, CHSP and any other program for the elderly, Resident Services Coordinators, and other designated programs. Responsible for assisting to ensure Public Housing and Section 8 Housing residents are given the tools and opportunity to become selfsufficient. BA/BS degree (Master's preferred) degree in Business Administration, Sociology, Psychology, or closely related field; 3 to 5 years experience, preferably in housing functions, that includes management, Family Self-sufficiency training, Resident Services, word processing, computers, and public speaking; or any equivalent combination of education, experience, and training.
RESIDENT SERVICES COORDINATOR to assist Public Housing and Section 8 residents in accessing all available resources and providing resources to residents by individual and/or group programs. Ability to work flexible schedule and valid CDL required. BA/BS degree in business, sociology or related field with 3 – 5 years experience in public contact work. Equivalent combination of education and experience may be considered.
EDUCATION NAVIGATOR to assist the Housing Authority of the City of High Point (HPHA) program participants with FAFSA completion, college readiness and financial literacy, post-secondary program applications, addressing "summer melt" and assisting college-interested youth follow-through to ensure greater access to opportunities in order to reach full potential. Bachelor's degree in education, social work or other youth service delivery, or related field required with Master's degree preferred. 3 – 5 years' experience in educational, counseling. Ability to work flexible schedule and valid CDL required. Equivalent combination of education and experience may be considered.
HOMEOWNERSHIP COORDINATOR to assist low- and moderate-income families and the general public in becoming homeowners. Counsel first time homebuyers, mitigate loss to existing homeowners, conduct financial fitness and homeownership classes, and perform advisory and clerical work. Evening and/or weekend presentations are requirements of position. Must be a HUD Certified Housing Counselor, BA/BS degree in a related field, with training in real estate or public housing management with 3 to 5 yrs. exp. or training that includes public housing management and real estate sales. Bilingual preferred. Equivalent combination of education and experience may be considered.
PLUMBING SPECIALIST to perform a variety of skilled plumbing installation and maintenance work at High Point Housing Authority (HPHA) sites. Work involves repair and replacement of items such toilets, faucets, water lines, sewer lines, and preventive maintenance on plumbing components. Provides consultation throughout the HPHA to maintenance personnel involved in plumbing maintenance. Requires on-call duty, including varying hours, holidays, and night calls. High school diploma or equivalent. Vocational/technical training in plumbing, plus 5 years of plumbing experience. An equivalent combination of education and experience may be considered.
ASSISTANT CHIEF FINANCIAL OFFICER to assist the CFO in management of financial and accounting functions as well as those related to procurement. The Assistant CFO performs supervisory and accounting work that develops the annual operating budget and ensures and/or assists in: all federal fiscal control regulations are met, all funds are expended according to federal regulations, adequate controls and proper documentation exists for all financial records, and that all funds received are properly accounted and recorded. BA/BS degree in accounting or closely related field, with a master's degree in business administration or closely related field and/or Certified Public Accountant ("CPA") designation preferred. A minimum of 5 years experience and/or training that includes public housing accounting or HUD accounting. An equivalent combination of education and experience may be considered.
SENIOR PROCUREMENT OFFICER to oversee all purchases and contracts related to High Point Housing Authority ("HPHA" or "Agency") projects. The Sr. Procurement Officer supervises, plans, organizes and coordinates all contract and procurement functions and activities to fulfill the requirements of the HPHA. This position supervises the Procurement Officer and Purchasing Agent. BA/BS degree in business administration, or related field. Five (5) years of procurement experience in public housing or other government agency. Two (2) years of previous management experience. An Housing Authority of the City of High Point Vacant Positions equivalent combination of education and experience may be considered. Supervisory experience required.
PROCUREMENT OFFICER to prepare and review complex bid specifications; prepare, coordinate and administer contracts in compliance with federal, state, and local procurement policies and procedures; developing RFP's and RFQ's; maintaining a comprehensive tracking system of contracts; developing and maintaining procurement policies. Minimum Qualifications: BS degree in business administration or related field with 3 - 5 years experience in contracts, construction/building applications, and procurement, or any equivalent combination of training and experience.
WAREHOUSE CLERK is to maintain the High Point Housing Authority's ("HPHA" or "Agency") stockroom bins and compartments. The employee is responsible for physically stocking, labeling, and sorting all materials received and transferring all materials as needed to other employees of the Agency. The employee will perform related work as directed. High school diploma or equivalent; supplemented by at least one (1) year previous experience or training involving warehouse parts for heating, air conditioning, refrigeration, and building materials, as well as word processing and warehousing. An equivalent combination of education and experience may be considered.
PROPERTY MANAGER to manage the operations of High Point Housing Authority developments and supervise a team of housing and maintenance staff; responsible for ensuring that residents have decent, safe, and sanitary housing. The position also enforces housing policies, HUD regulations and requirements of lease agreements. BA/BS degree in business, administration, or related field; minimum 3 years experience or training involving public housing, human services, private market property management, and tax credits. Prefer Public Housing Management certification.
PROPERTY MANAGEMENT ADMINISTRATIVE ASSISTANT to provide assistance to the management of the public housing and communities of the High Point Housing Authority ("HPHA" or "Agency"). This position is responsible for assisting the Property Manager ("PM") in administrative duties, preparing variety of documents and reports; receives and screens calls, schedules appointments, and maintains files. This position may also perform work as directed by the Vice President of Asset Management/Section 8. Responsible for ensuring residents of public housing have decent, safe, and sanitary housing and enforcing housing policies, HUD requirements and lease agreement. High school diploma or equivalent. One (1) to two (2) years administrative experience in public housing or human services. An equivalent combination of education and experience may be considered.
MAINTENANCE TECHNICIAN III to perform variety of semi-skilled and skilled structural, plumbing, and electrical building maintenance work at the HPHA involving troubleshooting, repair and/or replacement of structural, plumbing, and other components of the housing units, including some painting and routine and preventive maintenance. Maintains records and prepares reports in accordance with regulations. Associate degree in building science, engineering, or closely related field, 5 yrs. of building or apartment maintenance work.
HOUSING QUALITY STANDARDS INSPECTOR to perform inspections for all properties and/or potential properties to ensure it meets the Section 8 Housing Quality Standards (HQS) as identified by the High Point Housing Authority. The incumbent is responsible for performing initial inspections, special inspections, and maintenance checks for repairs of housing, apartments, and other residences. On-call duty is required. Vocational/Technical degree with training emphasis in construction and building; supplemented by minimum three (3) to five (5) years experience or training that includes Housing Quality Standards, as well as building and construction inspections. An equivalent combination of education and experience may be considered.
HOUSING SPECIALIST to assist low-income families in the leasing activities of Section 8. Employees in this role perform assistance and administrative work. Position is responsible for overseeing Section 8 program activities, investigating complaints, maintaining and updating information related to Section 8 housing program participants, and gathering various data and information. Associate's degree in social services, business management or related field. One (1) year experience Housing Authority of the City of High Point involving case management, client services. An equivalent combination of education and experience may be considered.
VICE PRESIDENT OF HUMAN RESOURCES directs, plans and administers personnel policies and serves as media contact for the agency. Direct, plan, and administer all personnel policies and procedures as they relate to the organization's planning and human resources functions,serves asthe media contact. Develops and administers personnel policies, programs, and regulations in accordance with applicable laws and regulations; collating planning components from other divisions and assembling them into comprehensive plans for accomplishing the mission of the Agency; reporting to various government or oversight agencies; researching, recommending, administering benefits and programs; assisting in the preparation of the annual budget; maintaining personnel records; drafting press releases, directing media relations, and internal newsletter. BS/BA degree in human resource management or closely related field, Master's degree preferred. Five (5) yrs. of experience. NC driver's license and good driving record required.
ASSISTANT VICE PRESIDENT OF HUMAN RESOURCES to assist in directing, planning, and administering all High Point Housing Authority's ("HPHA" or "Agency") personnel policies and procedures as they relate to the Agency planning and human resources functions, as well assisting as the backup to the Vice President of Human Resources as the secondary media contact for the Agency. BA/BS degree in human resource management or closely related field, Master's degree preferred. Five (5) years of previous experience and/or training that includes human resource experience. EXECUTIVE ASSISTANT to support the operations and activities of the executive office with administrative duties, preparing variety of documents and reports, receiving and screening calls, scheduling appointments and travel, maintaining files, and organizing and assisting in monthly Board meetings. Qualifications: BS/BA degree in Business Administration or closely related field, minimum 3 – 5 years experience at executive level. Bi-lingual in English/Spanish required. Equivalent combination of education and experience may be considered. Strong computer skills (Microsoft Office, Outlook, and the Internet).
SENIOR SYSTEM ANALYST to is to provide technical support and maintenance to the High Point Housing Authority's ("HPHA" or "Agency") computer system. The incumbent will perform high-level technical support for computer hardware, software, and network systems, and carry out complex assignments involving the development of new or improved techniques and procedures. The position is responsible for ensuring the main computer system, terminals, computers, network, modems, printers, etc. are operating properly at all times. A BA/BS degree, supplemented by minimum of three (3) to five (5) years experience or training that includes computer programming, systems administration, networking, word processing, and computer languages. An equivalent combination of education and experience may be considered.
