Assistant Director of Information Technology
The Assistant Director of Information Technology's (IT) primary responsibility is to oversee the operation of the IT department to ensure it aligns with the business objectives of the City. Oversees all aspects of developing and implementing technology initiatives within the City, identifies technology that has met the end-of-life and phase out and retire those solutions efficiently.
The Assistant Director of IT plans, coordinates, directs and designs all operational activities of the IT Department. Provides support to the Director of IT on the direction and support for IT solutions that enhance mission-critical business operations.
Works closely with decision-makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. The Assistant Director of IT is involved in attracting, hiring, and retaining top talent to maintain City's systems effectively.

Strategy & Planning
- Stays current with ever-changing IT trends through continual learning opportunities and professional network engagement to ensure our City and the IT department are positioned with the knowledge needed to meet the City and IT strategic goals.
- Benchmarks, analyzes, reports on, and makes recommendations for the improvement of IT infrastructure and IT systems.
- Develops, implements, and maintains policies, procedures, and associated training plans for system administration and project management.
- Collaborates with the IT Management team and participates in the development of work that aligns and supports the City's IT Strategy.
- Works with the Enterprise Systems (ES) team to conduct research and make recommendations on products, services, protocols, and standards in support of all system procurement and development efforts.
- Helps define Service Level Agreements (SLAs) to establish problem resolution expectations and timeframes when working with both internal and external customers.
- Develops policies and procedures that outline how problems are identified, documented, assigned, and corrected.
- Analyzes performance of Service Desk activities and documented resolutions, identifies problem areas and devises and delivers solutions to enhance the quality of service and prevent future problems.
- Assist the Director of IT in operational and strategic planning for technology solutions, including business requirements, project planning, and organizing and negotiating allocation of resources for both the Information Technology department and other City departments and supported agencies.
Acquisition & Deployment
- Evaluates and recommends the securing of hardware and software for projects and associated efforts.
- Communicates with vendors, outsourcers, and contractors to identify and recommend products and services.
- Assists with planning and deployment of departmental decisions that have been reviewed and approved by the IT Management team.
Operational Management
- Evaluates enterprise applications and support to ensure they align with current business processes, tactical planning, and strategic vision of the City. Where necessary, determines if solutions should be updated, replaced or retired.
- Defines and communicates project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users.
- Partners with the Director of IT on the City's innovation and technology vision.
- Develops and reviews budgets for the IT department and ensures they comply with stated goals, guidelines, and objectives.
- Reviews performance of IT systems to determine operating costs, productivity levels, and upgrade requirements.
- Benchmarks, analyzes, reports on, and makes recommendations for the improvement of the IT infrastructure and IT systems.
- Analyzes the business requirements of all departments to determine their technology needs.
- Develops bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and makes the appropriate award.
- Authorizes and oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs.
- Develops business case justifications and cost/benefit analyses for IT spending and initiatives.
- Directs research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts.
- Oversees provision of end-user services, including help desk and technical support services. Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
- Oversees negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements.
- Maintains overall cohesion and integration of all information and data systems and the integration of outside agency interconnections to City network resources on a 24x7 basis.
- Monitors contractual obligations between department and other agencies or businesses.
Supervisory Responsibilities
- Manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Supervises IT staff, monitoring and evaluating their performance against operational and developmental goals.
- Advises and coaches subordinate staff on both supervisory and technical issues.
- Oversee and recommend training for the IT staff, so we have the knowledge to address emerging technologies, process improvement, and increase overall service levels.
- As appropriate, recommend and direct staff to appropriate training.
- Interviews and selects department personnel. The process may include subordinate staff and Human Resources, as appropriate.
Education/Experience:
- Required - Bachelor's Degree in Computer Science, Information Systems, Information Technology or closely related field. . Minimum of 10 years related work experience, with progressive responsibilities. Equivalent combination of education and experience may be accepted.
- Preferred - Master's degree in related field.
Certificate or Licenses: CGEIT Certification preferred, Information Technology Infrastructure Library (ITIL)
