What We Offer

Education Incentive - Possible eligibility for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an A.A., B.A., or M.A. degree.

NEW HIRE/RETENTION/REFERRAL INCENTIVES

New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage

In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500

Once hired upon meeting specific criteria a regular employee may be eligible for an Employee Retention Incentive of up to 10% of the current annual base wage

The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.

Information Technology Services Department

The Information Technology Services Department provides support in the operation of enterprise and departmental information technology systems; development and maintenance of application systems and technical networks; operation and maintenance of radio, microwave, telephone, and data communication systems in support of the County's more than approximately 8,900 employees.

The Position

Under the administrative direction of the Chief Information Officer (CIO), the Director of Fiscal and Administrative Services is directly responsible for the Information Technology Services Department (ITSD) administrative and fiscal functions including development of a $68 million budget for five (5) distinct divisions within ITSD; rate development for two Internal Service Funds (ISFs); capital asset planning and depreciation; and all general accounting functions including department payroll processing; generating invoices for services to County departments, agencies and other public agencies; and obtaining and administering technology and consulting contracts. This position has responsibility for the supervision, performance and support of ten (10) professional staff.

The successful candidate will have experience demonstrating exemplary leadership skills developing and managing staff, conducting presentations and making recommendations to executive leadership, managing projects, and implementing fiscal policies, procedures, and processes in support of strategic plans. Significant experience managing government fiscal operations including budgets and rate development is highly desired as is experience with continuous improvement methodologies, such as Lean Six Sigma.

Examples Of Duties

Duties may include, but are not limited to the following:

Directs the planning and administration of highly complex fiscal operations, including the collections of revenue and control of expenditures within Internal Service Funds (ISFs).

Directs through subordinate managers department administrative support functions and services.

Initiates and directs highly complex fiscal operations to achieve fiscal stability and compliance with regulations and policies; creates fiscal predictions based on future business needs; contributes to and accomplishes strategic goals.

Develops and implements department policies which impact County operations enterprise-wide and pursues continuous improvement of operations using methodologies such as Lean Six Sigma.

Represents the Information Technology Services Department in collaboration with internal and external public sector customers regarding billing of technology services.

Directs projects to ensure compliance with local, state, and federal statutes and guidelines.

Conducts and directs studies of new and existing technology services to determine cost, resolves problems, and establishes rates for recommendation to management and elected officials.

Makes recommendations and presentations to the Board of Supervisors, Civil Service Commission, County Executive's Office, Personnel Management, County departments, advisory committees, and commissions as well as agencies independent of the County.

Performs other duties as assigned.

Typical Qualifications

Experience and Education

Any combination of education and experience which would demonstrate possession of the required knowledge, skills, and abilities.

An example of qualifying education and experience is the possession of a bachelor's degree in Business, Finance, Public Administration, or related field AND five (5) years of recent progressively responsible experience in administration, finance, and/or accounting, which includes four (4) years supervising professional-level staff.

Necessary Special Requirements:

Ability to obtain and maintain a valid California driver license.

Excellent written communication skills must be demonstrated in the completion of the resume and cover letter.

Experience:

Preparing, analyzing, and managing budgets including cash flow statements

Demonstrating exemplary leadership skills developing and managing staff

Conducting presentations and making recommendations to executive leadership, advisory committees and/or elected officials

Managing projects

Implementing fiscal policies, procedures, and processes in support of strategic plans

Highly Desired:

A Master's degree in accounting, finance, business administration, or a related field.

Experience with continuous improvement methodologies, such as Lean Six Sigma.

Recent experience in public sector finance including rate development within an Internal Service Fund (ISF).
