Job Summary
The City of Salem's Urban Development Department is seeking a Limited Duration (up to 18 months) Program Manager I. If you have experience working with the Department of Housing and Urban Development (HUD), Community Development Block Grant (CDGB) program, HOME assistance program, or other similar programs, this may be the perfect opportunity for you!

As an Urban Development Program Manager I, you will assist in delivering the City's Community Development Block Grant program and COVID resources! This position will work closely with two other program managers, finance, economic development, and housing authority staff to complete work responsibilities. The position is funded by the Department of Housing and Urban Development and as needed; the Program Manager I will interact with HUD officials. This position will spend a significant amount of time working remotely.

Other key responsibilities include, but are not limited to:
  • Financial management of projects from execution of subrecipient agreement to closeout;
  • Interpretation of CDBG/HOME contracts and regulations;
  • Coordination of technical assistance for entities or individuals participating in or interested in the various federal programs;
  • Environmental review compliance of HUD funded activities;
  • General program coordination and support;
  • Conduct desktop and occasional onsite compliance monitoring of sub-recipients;
  • Collect, compile and enter accomplishment data for projects at the point of closeout in IDIS;
  • Fair housing reviews;
  • Conducting duplication of benefits to avoid fraud.

We are seeking an individual who is detail-oriented, a self-starter, comfortable working independently, great at doing research and asking questions to keep programs on track. The ideal candidate would have experience working with a federal agency and understands how to research, apply, and comply with federal policies and procedures.

What are the minimum qualifications?
  • Must pass the pre-employment background check
  • Must have an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
  • Depending on the area of assignment, may be required to pass a criminal background check necessary to obtain Criminal Justice Information System (CJIS) clearance and Law Enforcement Data System (LEDS) certification within 30 days of hire (clearance must be maintained throughout employment).
  • Bachelor's degree from an accredited college or university in business, judicial, or public administration, or a related field, and four (4) years of progressively responsible professional managerial experience, or any combination of education, experience, and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
