Position Purpose

The Senior Financial Analyst is a point person for financial activities associated with the Campus Services division.

Activities include preparing and monitoring of annual operating budget; developing complex financial analysis and reporting to all constituent levels; rate-setting; and pro-actively engaging with customers, divisional managers, and leaders throughout the College. Responsible for managing the development and on-going financial reporting of the institution's capital budget and long-term capital plan.

Key Accountabilities

Financial Management (50%)

Assists in divisional decision-making by providing financial leadership and insight. Prepares ad-hoc analysis and what-if financial impact analysis regarding potential scenarios or decisions. Advises divisional leadership on funding options for projects and initiatives. Together with other divisional financial resources, maintains familiarity with all financial activity of the division to provide backfill as needed.
Serves as a financial advocate for the division to College leadership by presenting the division's financial plans and information in a clear, concise, and convincing manner.
Develops reports and analyses to support management decision-making at all levels of the division, and the College.
Reporting and analysis should not be limited to financial information but should include operational drivers of information that is available through the IRA data warehouse and other systems. Examples of such drivers include FTE's, labor hours and overtime, space data, occupancy, and statistics on services performed.
Proactively identifies, recommends and implements changes to the chart of accounts that will facilitate financial reporting and decision-making. Effectively communicates changes to all impacted employees.
Manages the year-end close process for responsible operating units through careful planning and engagement with divisional leaders and the Admin Finance Center ( AFC ). Balances divisional resources to meet established targets.
Continuously assesses work processes and pro-actively engages in process improvement. Implements changes in areas of responsibility, including rates, reporting, communication of impact, etc. with those who are affected by changes within the division and across the institution.
Maintains close and productive working relationships with both internal and external constituents, keeping them proactively informed of changes to rates, processes, policies, etc. Serves as a point person for constituents to ask questions about divisional financial information.
Trains and guides divisional managers with financial responsibility on financial issues and budget management. Ensures monthly distribution of financial reports and appropriate variance analysis to support decision-making and financial accountability at all levels of the division.
Serves as a primary divisional liaison to the Admin Finance Center ( AFC ). Ensures the division takes maximum advantage of AFC services, and that transaction workflows between the AFC and the division are efficient and timely.

Budget Preparation (50%)

Manages the development, implementation and variance analysis of detailed operating budgets for significant divisional operating units. Budget funding sources include endowment income, gifts, reserves, College funding, and department revenues from various internal and external services provided.
Works within strategic parameters established by College and divisional leaders to set the financial framework for the division.
Actively engages with department managers who have financial responsibilities to identify short- and long-term budgetary needs and develop funding strategy.
Coordinates the operating and position budgeting processes in collaboration with departmental managers, divisional senior staff, and the Budget Office.
Collaborates with employees throughout the division to understand drivers of budgetary variances and to recommend operational actions to address budget shortfalls and other variances.
Performs analysis and recommends annual rates which are incorporated into customer and institutional budgets. Divisional rates include, but are not limited to student room and board rates; utility, labor and overhead rates; real estate housing rates; parking rates; and various other rates used to charge-back costs for service provided.
For responsible areas, leads and presents the monthly and/or quarterly budget updates to Campus Services and College leaders. Prepares and presents financial forecasts and supports financial reporting to divisional and institutional leaders, including Trustees and specific Trustee subcommittee with whom our division closely works.
Works collaboratively with Executive Officers across the College and with divisional leaders to develop Dartmouth's annual capital budget and the 5-10 year capital plan. Ensures coordination between the capital budget, operating budget, and proposed funding sources. Develops and manages an efficient process to prioritize, approve and communicate decisions on proposed capital projects.
