Program Director, Dept of Ed Higher Ed Emergency Relief Fund (Grant Funded) - District Office

FUNCTION: Administrative oversight of the grant program and budget for large-scale grants and/or multiple-site grant activities. This position impacts direct services to students, the College and community.

MAJOR REPONSIBILITIES:

Essential Job Functions:
  • Analyze and prepare end of quarter, end of activity reports required for Grant Principal Investigator (PI) and AVC.
  • Work with internal and external entities to develop projects to fulfill grant requirements. Maintain the list of committed projects and pending ideas.
  • Oversee and maintain program budgets effectively and monitor all expenses in compliance with regulatory federal compliance and grant requirements.
  • Provide a projection of the anticipated grant expense items in accordance with appropriate activities and goals as specified by the grant requirements.
  • Monitor grant activities and ensure compliance with scope of grant requirements.
  • Supervise project staff to ensure smooth operation and adherence to grant requirements.
  • Coordinate and manage day-to-day tasks necessary to successfully meet project objectives.
  • Coordinate development and dissemination of grant related materials, project information, products, and services.
  • Coordinate as necessary and oversee activities, such as monthly meetings of grant personnel, to ensure project timelines are set and achieved.
  • Assist Grant PI and AVC and provide support to various functions during peak periods.

Additional Job Functions:
  • Interact directly with industry/education partners.
  • Work with Office of Grants Management to ensure financial compliance and budget monitoring.
  • Work with internal and external stakeholders to ensure quality service and address issues and resolve them as they arise.
  • Attend necessary webinars, trainings and meetings etc. for the grant program to keep abreast of guidance and rules published by the grantor agency and other stakeholders. Distribute information to Grant PI, AVC and appropriate grant personnel.


REQUIRED/MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities:
  • Computer proficient in various software packages including Microsoft Office - Word, Excel, PowerPoint, Outlook, and Publisher
  • Knowledge/experience getting information from an Enterprise Resource Planning
  • Team player/leader; cooperative orientation
  • High priority on customer service
  • Project management, fiscal and narrative grant reporting; ability to conceptualize
  • Efficient, detail oriented and a self-starter that can work with minimal supervision
  • Deadline oriented - must meet deadlines based on both internal and external funder requirements


Required Education:
  • Bachelor's degree in education, training, management, business, public administration, project management, IT management, workforce education or project-related field


Preferred Education:
  • Master's degree


Required Experience:

Four years experience in each of the following:
  • Successful grant management/administration
  • Budgeting/fiscal management of substantial budget in a public institution
  • High degree of computer literacy
  • Demonstrated excellent oral and written communication skills
  • Knowledge of Federal awards compliance - Uniform Guidance and Requirements (2 CFR 200)


Preferred Experience:
  • Knowledge of Higher Education Institutions policies & procedures
  • Experience of Federal grant management, specifically U.S. Department of Education
  • Banner system experience preferred.


Preferred Licenses/Certifications:
  • Project management certification


Note: The duties of this position require a physical presence at the assigned on-site work location during unrestricted operations with very limited or no opportunity for remote work arrangements.

Salary Grade: 27

Salary is based on the Board-approved salary schedule for the current fiscal year. See Salary Schedule
