This title is in the unclassified service and is designated Managerial/Confidential. Appointees to Managerial/Confidential titles serve at the pleasure of the chief administrative officer and are not represented for collective negotiations.

Personnel Assistant provides a range of professional personnel services within the Office of Personnel/Human Resources. This position is responsible for assisting with all benefit related duties within the office of Human Resources.


Represents Alfred State in the most positive manner with prospective, former and current employees, clients, suppliers and the community we serve. Interacts effectively with a diverse group of faculty, staff, students and other customers of our services, using operating practices of the department and the College.

Upholds the Alfred State Mission, Vision and Strategic Plan.

Handles confidential information with tact and discretion.

Acts as the Assistant Health Benefits Administrator for the College. Provides employees and retirees with necessary and accurate information regarding their benefits. Administers aspects of all employee benefits programs and manages NYBEAS system.

Responsible for the coordination of New Employee Welcome Programs for the College during the start of each new semester (spring and fall) as well as individual employee orientation programs and provides backup for employee onboarding.

Assists with the Human Resource Management System (SUNY HR) for non-classified professional positions. This includes all position management of lines/titles for personnel and payroll use in coordination with the Department of Civil Service.

Supports coordination of New Employee Orientation, meeting with all new employees on an individual basis and explaining in detail the benefits they are eligible for relative to their position status and Union, as well as obtaining/completing all necessary paperwork to process them on SUNY HR, NYBEAS, and payroll systems and administering retirement and benefits programs, ensuring eligibility requirements are met.

Assists with all extra service payroll requests on the SUNY HR System.

Assists with Worker's Compensation Program.

Assists with annual Occupational Injury/Illness Survey.

Assists with Annual DOSH-400 report.

Assists with Annual VETS-100 report.

Assists in resolving discrepancies or problems with leave accruals, unclassified leave and hierarchy.

Assists with FLMA leaves, including correspondence and employer/employee responsibilities relative to FLMA.

Assists with Omnibus Drug Testing for the College

Meets with all employees leaving service for Exit Interviews

Manages, updates, ensure correct information for benefits on HR webpage of intranet

Learns and understands NYS Civil Service appointment process to provide back-up for Administrative Aide when necessary.

Assists with annual salary and compression study

Assists with annual reward and recognition program and awards

Assists with tuition program

Pulls reports when necessary

Willing to serve on committees



Job Requirements:

Employee must be comfortable with Excel, Word and other complex computer programs. Must be an energetic self-starter with the ability to work in a diverse environment.

Some travel required.

Bachelor's degree required with three years of experience in Business or HR environment.
