MSA Strategic Sourcing is looking for a dynamic sourcing specialist, generating and implementing efficient sourcing and category management strategies in a regional setting. You will be responsible for indirect sourcing strategy development, execution of defined category sourcing strategies and performing transactional purchasing activities to meet the needs of internal business partners and drive value for assigned spend categories. You will work closely with suppliers to establish contracts and ensure timely acquisition of goods and services while maintaining compliance with procurement policies and procedures; perform day-to-day processing of purchase requisitions and purchase orders; and provide appropriate support for Global Indirect Category Sourcing Leaders, as required, on arising category management related tasks and contribute to overall category performance targets and corporate goals.



Responsibilities

  • Perform tactical sourcing and contracting activities to fulfill internal business needs for lower-dollar value goods and services.
  • Gather/analyze business requirements and identify and prequalify potential sources of supply, ensuring inclusion of small and diverse suppliers.
  • Prepare and send bid solicitations -- Request for Information (RFI), Request for Quotations (RFQs), and Request for Proposals (RFPs) -- in compliance with corporate policies and procedures.
  • Evaluate quotes/proposals and communicate award recommendations based upon predefined selection criteria (e.g., benefits/cost savings, quality/service, etc.). Leverage defined negotiation strategies and establishing contractual agreements with selected suppliers using preapproved category-specific contract templates and clauses.
  • Escalate contract negotiation disputes and points of contention to sourcing management for resolution, as necessary. Assist procurement operations with supplier transitioning and implementation activities, as required.
  • Manage the contract life-cycle in coordination with contract administration and internal business partners; including renewal or termination of expiring contracts and negotiation of contract changes and amendments to terms and conditions, as required. Reroute and facilitate approval of contractual changes, as necessary, and communicate new terms to appropriate stakeholders.
  • Build and maintain strong working relationships to support development of category-specific strategies and delivery of category management presentations.
  • Evaluate category costs and risks, conduct supply market and competitive positioning analysis, and drive category performance improvement opportunities for achieving spend compliance.
  • Continuously develop category subject matter expertise and sourcing capabilities to meet goals for cost management, supplier management, and process improvements.
  • Attend corporate and departmental mandated training in a timely fashion and pursue certification as the need has been identified. Keep abreast of industry, state and federal regulations to maintain compliance with legal protocols and mitigate security/privacy risks.
  • Perform data analysis to identify sourcing opportunities, provide intelligence for organizational planning and initiatives, and report against defined departmental SLAs.
  • Willingness to travel up to 15% domestic and international.

  • Demonstrated innovative and technological mindset to ensure master data integrity and accuracy, seek out latest industry trends, road-map future technology and champion early adoption.
  • Sound ability to make data driven and analytical decisions by identifying trends and opportunities, making problems visible, and utilizing financial acumen to justify investments and influence decisions.
  • Proven success in challenging the status quo to drive continuous improvement promoting the use of root cause problem solving, valuing new ideas, inspiring others, and demonstrating effective use of change management principles.
  • Proven success in building partnerships, influencing others, and communicating effectively both in verbal and written form, seeking diverse perspectives, and strong emotional intelligence to enable cross functional collaboration.

Preferred:

  • Experience using SAP
  • Advanced skills with Excel
  • Proficient with negotiations and contracting

Education and experience required:

  • Bachelors degree in Purchasing, Supply Chain Management, or related discipline.
  • Four+ years of purchasing/procurement experience

Preferred:

  • ASCM: CSCP or ISM: CIPS/CPSM certification
