Job Title: Deputy National Political Director for Finance and Operations Grade: MGT F - Starting Salary: $118,669 / YR

Location: Washington, DC

Purpose:

This position is responsible for developing strategy for and overseeing the execution of all the financial and operational aspects of SEIU's political work and campaigns in an effort to strengthen and support SEIU's mission.

PRIMARY RESPONSIBILITIES: (Any one position may not include all of the specific duties and responsibilities listed. Examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification.)

  • Develop long- and short-term strategic planning for and manage the Political Department's internal compliance, logistical and financial management processes, as well as related infrastructure (technology, accounting systems, etc.) to ensure integration of work and efficiency in Departmental operations; analyze and, as necessary, reengineer and refine work flow to facilitate integration of efforts and resources across operational and financial elements of the Department

  • Lead and manage the Department's operational and financial managers, who have the following responsibilities:

Finance—Oversee the work of the political finance team and develop strategies to:

  • manage annual Committee on Political Education (COPE), Political Education and Action Fund (IPEA), Political Department General Fund, and other political program budgets and develop regular spending reports for those budgets
  • manage the political check request and processing system, including compliance, to ensure timely payment and delivery of SEIU political financial support to internal and external entities
  • refine and manage process with, divisions, departments, state councils and Local unions to evaluate candidates requesting support from SEIU, including the development and management of PAC giving budget

Field Operations—Serve as the primary point of contact for the Political Department with the Logistics and Operations Departments to:

  • institutionalize and improve the Department's operational practices to more effectively implement the logistical aspects of SEIU's political field campaigns
  • deploy resources for and scale political field campaigns

  • Drive the Department's strategic giving process for partner organizations and political entities including: evaluating funding requests in respect to SEIU's mission and goals, reviewing program plans, assessing SEIU's capacity to support the request (both for budgetary considerations and the potential to provide other non-cash resources), and making contribution decisions with, or providing recommendations to, the National Political Director

  • Develop annual COPE, IPEA, Political Department General Fund, and other political program budgets with National Political Director that fully support the Department's strategic, political and financial goals; regularly review financial reports and analysis of Department spending with the National Political Director and Deputies to provide real time assessments of cash flow and accuracy of budget projections

  • Serve as liaison to, and develop strategies to strengthen relationships with key external political organizations (e.g. DSCC, progressive PACs, and state/national political parties) and enhance SEIU's role as a leader in progressive politics

  • Develop and drive department strategy on staff development and training

  • Perform other duties as required to support the department and its mission

Contacts:

Include SEIU staff, local and council officials; elected officials, including Members of Congress; partner organizations; and other officials and experts (including consultants) on political campaign issues.

Direction and Decision Making:

This position reports to the National Political Director.

Requires: 1) demonstrated ability and experience managing staff and operational programs; 2) high degree of judgment to ask questions/solve problems in order to meet critical deadlines and see the big picture for the organization and the allocation of its resources

Education and Experience:

Graduation from an accredited four-year college or university with a bachelor's degree in political science, economics or related degree and at least six (6) years of related work experience and/or a combination of education and experience that would provide for the following knowledge, skills and abilities:

  • Six or more years professional political and/or union experience, including at least one year of work specifically at SEIU, preferably in the Political Department

  • Knowledge of unions, political campaign management, government bodies, issue campaigns, and progressive organizations and their operations

  • Strong interpersonal skills and the ability to quickly gain the trust and respect of others

  • Demonstrated ability to develop and oversee substantial budgets

  • Demonstrated ability to operate in politically sensitive situations and exercise good judgment

  • Demonstrated ability to manage multiple projects and meet deadlines

  • Thorough knowledge of Federal Election Commission and/or state campaign finance rules and regulations.

  • Ability to develop and implement comprehensive political plans that integrate multiple operational elements including field logistics, finance, technology, and targeting.

  • Critical thinking, and the ability to extract and synthesize information

  • Experience supervising and developing staff

  • Ability to communicate effectively both orally and in writing

  • Skill in the use of computers, including the Microsoft Office suite (specifically Microsoft Excel), and Internet research

Physical Requirements:

Work is generally performed in an office setting. Extended hours and some travel required.
