POSITION PURPOSE

The Clinic Administrator shall manage Umpqua Health Newton Creek (UHNC) clinical and administrative procedures. UHNC is a Rural Health Clinic (RHC) which is owned and operated in alignment with the Coordinated Care Organization (CCO) Umpqua Health. The Administrator must have In-depth knowledge of healthcare regulations, medical billing terminology and experience in rural healthcare. This position will be ultimately responsible for personnel management mentoring, monitoring budgets, ensuring compliance with state laws and regulations as well as patient and provider communications. In this role, aligning the CCO vision with the clinic and acting as a liaison between the two is a priority which ties to the metrics, and community/member related objectives.



ESSENTIAL JOB RESPONSIBILITIES
  • Monitor the departments budget and prepare accurate reporting about findings, making recommendations and adjustments as necessary.
  • Work directly with Clinic Manager offering oversight and mentorship on all personnel and related HR issues and ultimately delivery of HR related matters to the HR department.
  • Act as a direct liaison between CCO and Clinic on shared projects and goals including; strategic planning, communications, metrics, emergency response and additional collaborative duties.
  • Collaborate with Clinic Manager and Safety Coordinator to ensure clinic is up to date on all certifications, renewals and that all RHC safety requirements are met.
  • Oversight and facilitation of policy implementation updates for the RHC manual, ADP and any additional compliance areas where policies are saved.
  • Collaborate with Clinic Manager concerning organizational structure ensuring efficiency and support for all individuals in their roles.
  • Timely response to providers, patients and staff as needed.
  • Oversight and implementation ensuring clinic compliance with current RHC healthcare laws and regulations.
  • Works directly with CCO transformation and communications team to coordinate website, social media and other outward facing communications in the community.
  • Review and understand sensitive patient complaints and resolution process with Clinic Manager
  • Works with Chief Clinical Officer to identify provider needs, reviewing dashboards, and metrics to ensure all are being met.
  • Scheduling and facilitation of provider, and quality meetings, including PowerPoint Presentations, minutes and follow-up.
  • Work in conjunction with Chief Clinical Officer to ensure Board Report is ready for presentation monthly.
  • Ongoing monitoring of Pathways program, and patient navigator work.
  • Continual work on meeting the PCPCH metrics and benchmarks with consistent efforts to proceed to level V.
  • Other duties as assigned.

QUALIFICATIONS
  • RHC certification or experience in Rural Healthcare preferred.
  • A minimum of 5 years experience in a clinic or hospital administrative position.
  • Bachelors degree in Healthcare Administration, Business Administration or related field.
  • Outstanding written and verbal communication skills.
  • In-depth knowledge of healthcare regulations and medical terminology.
  • Proven experience with administrative and accounting processes.
  • Problem solver with good time-management abilities.



PHYSICAL DEMANDS

Typical office environment requiring standing, sitting, walking, bending, and lifting up to 25 pounds. May be exposed to patient and environment conditions such as unpleasant sights, smells and contagious diseases.
