Analyst II, Information Technology Security - District Office

FUNCTION:

Supports the delivery of College-wide security strategy and implementation forward while protecting the College from security threats and cyber-hacking. Supports the development of information security standards, guidelines, and practices. Ensures IT implemented security controls effectively safeguard information systems against accidental or unauthorized modification, destruction, or disclosure. Supports administering the information security requirements per the Texas Administrative Code, Chapter 202 and Texas Cyber Security Framework.

MAJOR REPONSIBILITIES:

Essential Job Functions:
  • Support the development and maintenance of a College-wide information security plan as required by 2054.133, Texas Government Code and Texas Cyber Security Framework
  • Support the development and maintenance of information security policies and procedures that address regulatory requirements and the College's information security risks
  • Support and ensure annual information security risk assessments are performed and documented by information-owners.
  • Support the review of College's inventory of information systems and related ownership and responsibilities
  • Support the review, development and recommendations of policies and implementation of procedures and practices to ensure the security of information and information resources against unauthorized or accidental modification, destruction, or disclosure
  • Monitors network and systems activity and ensures data is protected from unauthorized users. Recognizes intrusion attempts and compromises through reviews and analysis of relevant event details and summary information. Identifies, reports and supports the resolution of security violations. Identify events of noncompliance with regulations and/or with the College's information security policies
  • Assesses change requests and identify potential risks
  • Working with the administrative and technical resources to ensure that controls are utilized and configured in Microsoft O365 and other systems to address all applicable regulatory requirements and the College's information security risks
  • Support the training and direction of personnel with significant responsibilities for information security with respect to such responsibilities. Instructs computer users on security policies and procedures.
  • Provide assistance to information-owners, information custodians, and end users concerning their responsibilities under applicable regulations
  • Review data security requirements, specifications, and, if applicable, third-party risk assessment of any new computer applications or services that receive, maintain, and/or share confidential data
  • Support the verification that security requirements are identified, and risk mitigation plans are developed and contractually agreed and obligated prior to the purchase of information technology hardware, software, and systems development services for any new high impact computer applications or computer applications that receive, maintain, and/or share confidential data.

REQUIRED/MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities:
  • Ability to adapt to a fast-moving IT landscape and keep pace with latest thinking and new security technologies
  • Ability to interpret policies and procedures
  • Proficient knowledge of cybersecurity standards (NIST CSF, COBIT) and compliance requirements, including but not limited to FERPA, GLBA, GDPR, and PCI DSS
  • Excellent communication skills - providing verbal and written communication that is outstanding to both direct reports and senior management as well as other stakeholders
  • Flexible and adaptable - capable of changing direction where required and showing flexibility to meet new demands


Required Education:
  • Bachelor's degree in computer science or related field


Preferred Education:
  • Master's degree in business administration or related field


Required Experience:
  • 4 years of experience in IT security or directly related subject matter


Preferred Experience:
  • 5 years of experience in IT security

Required Licenses/Certifications:
  • Certified Ethical Hacker (CEH)


Preferred Licenses/Certifications:
  • Certified Information Systems Auditor (CISA)
  • Certified Information Systems Security Professional (CISSP)


Note: This position has opportunity for remote work arrangements with appropriate approvals and in accordance with the policies, procedures, and needs of the College.

Salary Grade: 32

Salary is based on the Board-approved salary schedule for the current fiscal year. See Salary Schedule
